Scope of work

1. PRINCIPAL ACCOUNTABILITIES Engineering & Construction Phase: • Being a member of the project team, accountable for overall program outcome in all key performance areas: engineering, operation, maintenance, safety, quality, cost and schedule. • Being the representative of the end users of the plant, and therefore must ensure that their needs are raised and captured during the front-end loading of the project. • Ensure operation assurance and operation excellence are being incorporated. Ensure operation and maintenance lesson learns are adopted for new facility. • Provide Operability and Maintainability input over the Project FEED development and during EPC work to ensure that Operations and Maintenance requirements are incorporated into the facilities design (reviewing and approving Project deliverables as required). • Ensure that operability, maintainability, ergonomic and health factors for both normal and abnormal operations, including pre-commissioning, commissioning, start-up and shutdown, and upset conditions are considered in the facilities design • Monitor Operations-related work performed by the FEED contractor, EPC contractor and other third parties, e.g. Licensor, providing oversight and guidance, ensuring that all work satisfies Company’s specifications and standards. • Ensure P&ID reviews, HAZOP/LoPAs, Design Reviews, Model Reviews and other necessary Project Process reviews are adequately represented from the Operations and Maintenance perspective. • Ensure that all technical, process safety and integrity management issues are properly resolved and that an appropriate Management of Changes (MoC) procedure is in place to ensure design changes are managed correctly. • Ensure Pre-commissioning, Commissioning and Start-up requirements are identified during early FEED and incorporated into the process design and execution strategy/schedule. • Lead the development of the Operations & Maintenance Philosophy of Onshore gas plant including to Remote control system requirements of Offshore facilities which will be monitored and controlled remotely by Onshore gas plant. Align with existing operating assets to integrate new facility into existing operation and maintenance system. • Provide deep knowledge of the process Inside-Out and the way the plant will be operated by the Owner. • Set-up and Managing the pre-commissioning, commissioning, startup, Performance Test and Plant stabilization to ensure compliance with standards, specifications, scope and contract terms and conditions. • Be a focal point to prepare necessary critical list of spare parts, consumables, and other supply service contracts to be used during the early stage of operation after handing over from project team to operation team. • Define Operation organization chart, manning strategy and conduct the recruitment process with support from HR team. • Develop Detailed operating and maintenance manual/procedure/guideline prior entering operation phase. Operation Phase : • Managing field production assets to ensure optimum exploitation and administrating the resources to operate and maintain all surface facilities (both offshore and onshore) to ensure optimum availability of gas production around the clock in a safe and environmentally friendly manner. • Ensure achievement of the production targets. • Ensure that the Company SSHE policy is effectively implemented and that corrective measures are taken in a timely manner. • Directing the planning and execution of maintenance and major shutdowns and approving plans, tender packages, bid evaluation, and recommending contract awards as appropriate. • Effectively maintaining internal and external communications with a broad variety of engineering disciplines and management 2. QUALIFICATIONS AND EXPERIENCE • Bachelor’s degree in Facility Engineering or related field • Professional certificate by accredited Bodies/ Associations is an advantage but not necessary • Broad technical knowledge of offshore and onshore oil and gas operations • Familiar with the Malaysian offshore and onshore regulations regarding oil and gas operations are advantage • In depth understanding and experience of Onshore Midstream or Refinery operations • Essential knowledge on high H2S sour service and CO2 relevant to design and/or operation. • Good working knowledge of Capital Project Delivery and the front-end engineering requirements • Excellent communication and presentation skills with demonstrated ability to communicate at all levels in the organization • Stakeholder Management skills - Proven ability to build strong working relationship with internal and external parties • Demonstrate high level of interpersonal skills and integrity • Fluent in English Language. • Demonstrate high level of interpersonal skills and integrity • At least 15 years of experience in Oil & Gas operating field with at least 10 years as Team lead role. • At least 10 years of experience Onshore Midstream or Refinery operation
