Scope of work

Job Summary:

The HSE (Health, Safety, and Environment) Manager is a senior role responsible for overseeing HSE activities across PMC project in Singapore. With a minimum of 20 years of experience in the energy industry, the HSE Manager will lead the development and implementation of comprehensive HSE strategies to ensure regulatory compliance, mitigate risks, and promote a culture of safety and environmental stewardship throughout project execution.


Job Responsibilities:

  • Develop, implement, and maintain HSE management systems and protocols for PMC project.
  • Provide strategic guidance and leadership to project teams on HSE matters, ensuring alignment with corporate policies, regulatory requirements, and industry standards.
  • Conduct regular HSE inspections, audits, and risk assessments to identify potential hazards, assess compliance, and recommend corrective actions as needed.
  • Collaborate with project stakeholders to establish HSE performance metrics, goals, and targets, and track progress towards achieving them.
  • Lead incident investigations, root cause analyses, and lessons learned sessions to identify systemic issues and implement preventive measures.
  • Coordinate HSE training and awareness programs for project personnel, subcontractors, and vendors to promote a culture of safety and environmental responsibility.
  • Serve as the primary point of contact for HSE regulatory agencies, ensuring timely reporting, permitting, and compliance with applicable regulations and permits.
  • Develop emergency response plans and procedures, conduct drills and simulations, and ensure readiness to respond to HSE-related incidents and emergencies.
  • Monitor emerging HSE trends, technologies, and best practices, and recommend enhancements to HSE management systems and processes.
  • Provide regular updates, reports, and presentations to senior management and project stakeholders on HSE performance, initiatives, and risks.


Job Requirements:

  • Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering, or related field; Master's degree preferred.
  • Minimum of 20 years of progressive experience in HSE management within the energy industry, with a focus on onshore, refinery, and greenfield projects.
  • Proven track record of developing and implementing HSE management systems, policies, and procedures in compliance with regulatory requirements and industry standards.
  • Strong leadership skills with the ability to influence and engage stakeholders at all levels of the organization.
  • Extensive knowledge of HSE regulations, standards, and best practices applicable to the energy sector, particularly in Singapore.
  • Excellent communication, interpersonal, and negotiation skills, with the ability to effectively convey complex HSE concepts to diverse audiences.
  • Certification in HSE management (e.g., NEBOSH, CSP, CIH) is highly desirable.
  • Demonstrated experience in incident investigation, root cause analysis, and corrective action implementation.
  • Proficiency in HSE management software and tools for data analysis, reporting, and tracking.
  • Willingness to travel to project sites and work in challenging environments as required.
