Scope of work
1. KEY OBJECTIVES
The key objectives for the Senior Engineer, Pipeline are as follows:
• Assure the pipeline IMR activities meet Company standard, Petronas requirement PPGUA and OSRMS and local legislation.
• Ensure pipeline and riser maintenance throughout regular inspection and assessment using risk-based and implement mitigation as to keep the integrity of pipelines
• Ensure that all pipeline engineering works related to IMR comply with company specifications, relevant codes and standards, 3rd Party agreements, authority regulations, and Government legislation.
• Interface with offshore and assets team during inspection and maintenance of the pipeline.
• Technical support for Pipeline Engineering for onshore and offshore.
2. PRINCIPAL ACCOUNTABILITIES
• Manages the overall execution of pipeline IMR scope including ROV/Diving support vessel, spare part philosophy and support Asset Life Extension Work.
• Manage and maintain Emergency Pipeline Repair System (EPRS) and work with other PSC for overall EPRS strategy.
• Manages PTTEP pipelines such rigid pipe, flexible pipe, hoses for CALM Buoy, subsea, import and export hoses for FSO.
• Provide inputs into the WP&B of your specific discipline work program forecast and corresponding budget estimates.
• Providing technical input related to pipeline design and operation, Interfacing with Operations, Vendors, other support departments and stake holders (PETRONAS).
• Coordinate the implementation of pipeline inspection program, supervision of pipeline vendors activities at sites whether Planned or Ad-Hoc, time base or RBI base.
• Follow up findings/analyses on an audit of internal and external or on previous inspection.
• Work with the inspection, corrosion and maintenance vendor to provide quarterly inspection plan, implement inspection program, provide report and progress status inputs.
• Provide technical support in pipeline integrity investigation and audit, failure analyses, rectification of failed or problematic pipeline components.
• Review vendor work packs include sufficient & appropriate scope of work and QC-related documents safety & emergency response procedures related to pipeline.
• Work together with procurement and other user for obtaining service contract and custodianship of service contracts that may be assigned and prudent monitoring and control of its ACV utilization.
• Assist in the day-to-day managements of the pipeline operation ensuring all activities comply with Company requirement and implemented within the agreed schedule and budget.
• Execute the work with business partners for offshore activities
3. KEY AUTHORITIES
• Focal point for liaison including attending meetings, performing presentations on pipeline activities, and preparing documentation.
• As a Senior Pipeline Engineer, K.L. Office based, free to act within the authorities granted by the Head of Sub-Section.
• Act as Company Site Representative as required time to time during offshore execution of activities.
• Ensure all activities comply with all PTTEP, PETRONAS, and Government statutory requirements and regulations.
4. SAFETY RESPONSIBILITIES
The primary responsibilities are:
• Personal Safety Attitude.
• Report all accidents, incidents, near misses and dangerous occurrences as per Company requirements.
• Participate in pipeline incident investigations.
• Provide technical support to PTTEP’s Corporate and Departmental SHE, that are related to both SHE and your specific discipline or experience, as/when requested.
5. WORKING RELATIONSHIP
• Work closely with the Maintenance and Inspection team.
• Work with Operation team
• Support interface with project for brown field tie-in related to pipeline.
6. QUALIFICATIONS AND EXPERIENCE
• Degree in Engineering in related subject.
• Minimum of 10 years’ experience Oil and Gas including a minimum 5 years of working experience in Pipeline Inspection, Maintenance and Repair (IMR).
• Minimum 3 years in managing Diving support vessel or ROV support vessel
• Familiar with Pipeline Integrity Management (PIM), risk base inspection and assessment.
• Familiar with DNV RP-F101, API 1111, ASME B31.8 and B31.4 design codes and related fabrication codes.
• Deepwater experience is an advantage.
• Knowledgeable in subsea inspection technique
• Strong computer literacy, i.e. MS Office (Excel, PowerPoint, Word, Project).
• Fluent in English both written and spoken.
