Overview

Responsible for leading the tender process of major contracts and involvement from the planning stage until contract award in accordance with the company's procedure and other applicable local regulations.

As required, this position will also assist in administering the EPCIC / O&M Contracts.

Scope of work

Responsibility

  • Contract Management
  • Prepare, review, and negotiate various types of contracts (e.g., EPCIC, Services, Material Supply, Consultancy).
  • Ensure contract terms and conditions comply with company's policies, project requirements, and legal standards.
  • Monitor contract execution and ensure obligations are met by all parties.
  • Manage variation orders, claims, disputes, and contract close-out processes.
  • Procurement Planning & Execution
  • Develop and execute procurement strategies to support project timelines and budget.
  • Identify and pre-qualify vendors based on technical criteria.
  • Prepare Request for Quotations (RFQ) and Invitation to Bid (ITB).
  • Lead the tender process in accordance with the company's procedure.
  • Evaluate bids (commercially and technically) and lead the negotiation process.
  • Ensure all internal approvals are obtained prior to the contract award.
  • Issue the Contracts in coordination with internal stakeholders.
  • Risk & Compliance
  • Ensure all procurement activities are compliant with internal policies, regulatory standards, and ethical practices.
  • Identify contractual and procurement risks and develop mitigation strategies.
  • Liaise with Legal and Insurance departments when necessary.
  • Vendor Management

Build and maintain strong relationships with key suppliers and contractors.

  • Monitor supplier performance and compliance with contractual obligations.
  • Conduct vendor audits and evaluations as required.
  • Coordination & Communication
  • Work closely with project teams, engineering, logistics, finance, and legal departments.
  • Participate in project meetings and contribute to procurement-related discussions.
  • Support project planning with timely procurement deliverables.

Key requirements

  • * Bachelor's degree (S1) in Engineering, Business Administration or any related study from a recognized university.
  • * Good English both oral and written.
  • * Minimum 10 years' experience in Contract & Procurement professional in Oil & Gas or Mining industry.
  • * Familiar with SKKMIGAS regulation
  • * Good interpersonal and communication skill
  • * Good leadership, planning and strategic thinking
  • * Proficiency in the SAP system for Materials Management (MM) module will be an advantage
