Senior Project Cost and Planning Engineer

PRINCIPAL ACCOUNTABILITIES
The Cost and Planning Engineer shall be responsible for the Progress measurement procedure, MDR, etc. Execution covering all Engineering Phases from CFT development, Tendering execution, Basic engineering, Detailed engineering, Construction, Pre-Commissioning, Commissioning, Start-up and Performance test of both Offshore Facilities and Onshore Gas Plant 2 (OGP2).
The Senior Engineer shall be responsible for, but not limited to, the followings:
• Be a project focal point to review/develop Project master schedule and monitor/highlight both internal and external key activities.
• Be a project focal point to review and monitor Change order including to monitor the balance of Contract value.
• Liaise with Project engineer to prepare Tender plan or other deliverable to obtain management/committee approval in relating to Cost/Procurement management.
• Develop the monitoring system for the procurement of Long Lead Items (LLI) and integrate into Project master schedule.
• Review the related project deliverables e.g. Weekly/Monthly progress report, Progress measurement procedure, Minimum deliverable register, etc. including to other routine project control matter e.g. S-curve, cost claim, submitted invoice, etc.
• Work with Project engineer and Discipline engineers to monitor/control the project execution including to monitor the efficiency of contractor and company teams if there is any deficiency to improve.
• Attend daily/weekly progress meetings, prepares daily/weekly and monthly reports.
• Assists in the preparation of pre-commissioning and commissioning schedules and ensures the smooth and timely handovers from the onshore and offshore installation contractors/suppliers.
• Liaises and interfaces with Operations team for preparation, installation and hook-up works including logistics and safety requirement.
• Update Project Team and Operation Group regarding the manning level during construction/ installation period, and recommend proper development of the personal mobilization/demobilization plans
• Prepare the presentation document to provide both project management and Asset Team with adequate levels of information on project matters and status
• Report the progress to line supervisor. Identify the problem areas issues and suggest the practical solutions/actions to line supervisor as appropriate.
• Be a focal point to review/develop EPC cost estimation report and benchmarking process. Coordinate with 3rd party for both schedule and cost quantitative risk analysis.
• Be a focal point to prepare budgeting in EPCC phases in all contracts
• Contributing to the optimization of company’s budget through proper up-to-date development of the personal movement plans
• Assist Project engineer in CFT preparation on its related part and evaluate the proposal as may be requested.
• Support Project Service Manager in any special assignment may have during the execution of project.
QUALIFICATIONS AND EXPERIENCE
• Bachelor degree in Engineering or related field
• Knowledge of oil and gas industry both onshore and offshore
• Professional certificate by accredited Bodies/ Associations e.g. PMI is an advantage but not necessary
• Minimum of 15 years’ experience in Cost and Planning with proven track record in FEED, Detailed Engineering, EPC, projects management & execution.
• Experiences in Offshore/Onshore engineering and construction in the oil and gas industry including to Petrochemical or Refinery projects.
• Experiences in project management for the project which have Licensor contractor during FEED/EPCC are advantage.

Senior Piping Design Engineer

Preparing 3D model and performing piping study for all equipment, based on the followings:
• Make sure latest inputs of Equipment Vendor Data, Equipment Layouts, Equipment List, Plot Plans, and etc. is
implemented.
• Maintain conformity with Project Specifications and Requirements, and with respect to accessibility, operability
and maintainability of equipment e.g. nozzle orientation, equipment elevations, orientation and adequacy of
ladders, service platforms, PSV lines, outlet fire water network for hydrants, monitors and deluge valves and

• Coordinate closely with Mechanical Equipment Engineer to ensure that the vendor data are available for all

• Consider pipe flexibility for stress lines category 1, 2 and 3 in his piping design activities.

• Perform study, identify and propose pipe support locations, span. Then, prepare pipe support attachments for
issuance to the Stress team.
• Transfer all changes and mark-up from personal copy onto the Piping Master Copy (P&ID, Equipment layouts

• Solicit advice from either Piping Lead or Piping Checker or Area/Module/Unit Lead if there is any Piping Design
Concerns.
• Ensure 3D Models designed are clash free via coordination with various disciplines such as E&I, Structural and
etc.

About the Job
The main mission of this function is to pro-actively support the Risk function in protecting/improving the project objectives and margins through “Anticipation” and “Derisking”. Risk Manager assists the Project Manager to monitor all risks on a project (Health, Safety, Environment, Security, Technology, Engineering, Construction, Legal, Finance, etc). He / She is responsible for the implementation of the Risk Management processes and governance during proposal and project execution and directly involved in production of all qualitative and quantitative (cost and schedule) Risk Management deliverables.
Risk Management activities require robust interpersonal, communication (written, spoken) and technical skills to add value to the project management team. The Risk Manager usually interfaces with all Lead team members, bearing their individual subjectivity and produces in a short time frame some deliverables aggregating a large amount of data (risk register and risk quantification models). In this context: hands-on, synthesis qualities, robust experience and expert understanding of project Risk Management concepts are fundamental assets.
• Manage enterprise risks of the operating centers following Group requirement and compliance.
• Drive actions internally to ensure risks events are well managed and closed within reasonable timeframe.
• Liaise with and provide guidance to stakeholders as required on risk related matters.
• Manage project risks and ensures implementation of the threats & opportunity management process at Proposal and Project stages, including relevant internal/Client reportings.
• Develop Quantitative risk analysis models (Cost & Schedule integrated analysis, Schedule risk analysis) and coordinate contribution from Project Control disciplines; produce relevant Risk quantification reports and Cost contengencies recommendations

• Organizes and coordinates Risk Management workshops and meetings in conjunction with the Proposal / Project / Project Control Manager, including attendees list.
• Prepares, implements and maintains the Project Risk Management Plans as required.
• Implements and updates the risk and opportunity registers using the Corporate Risk Management tool (RMA).
• Reviews and updates the risk response plans (including treat mitigating and opportunity maximization actions) in close coordination with the Proposal / Project / Project Control Manager, Risk Owners, Action Owners and other members of the PMT
• Support Risk Management best practice improvements and RM internal trainings
About You
