The Contracts Manager contributes valuable insight to the organization for the operational, short- and long-term strategic direction, management, and continued process improvement. Contracts Manager focuses on the management of contracts to maximize business performance and minimize risk throughout the contract lifecycle. As such the Contracts Manager is responsible for the management of the following aspects of a contract: compliance for funding, drafting, negotiation, approval of final contract, thorough execution and including amendments as needed.

PRIMARY DUTIES:

Contract Manager will perform this job successfully; an individual must be able to perform each primary duty satisfactorily. Other duties may be assigned on an as needed basis.

1. Development of Business Unit Strategy

a. Partner with team members to develop the material requirements as it relates to volume, performance, and replenishment strategies

b. Represent Procurement on key activities that have an impact on the performance of the business

c. Provide insights and mapping of Supply Chain capabilities and demand to effectively manage risk

d. Work closely with the Business Development, Construction and Operations teams on utility-scale development and repower projects across various projects throughout North America.

e. Liaise with the internal technical team and external consultants to obtain and verify technical specifications.

f. Develop standard contracts for EPC engagements.

g. Build and develop a global supply chain for EPC vendors & major equipment used

2. Execution of Procurement Category Strategy

a. Leads contract negotiations for, and the drafting of, complex or high-value contracts.

b. Manage the entire bid process from RFP development through Contract Execution by:

i. Preparing all commercial bid documents including contractual terms and conditions with support from Legal Counsel.

ii. Leading RFP kickoff meeting with all relevant stakeholders.

iii. Managing and maintaining the integrity of the bid process.

iv. Develop bid evaluation matrix with support from the technical team and coordinating technical evaluations, conducting commercial evaluations including normalization of all compliant proposals.

v. Preparing a final vendor recommendation for senior management.

vi. Reviewing all comments and exceptions taken to the proposed Form of Agreement and working with Legal Counsel to negotiate a final Agreement.

 3. Compliance

a. Stays current on law, regulatory, and rules developments and disseminates this information regularly to SE staff and as needed to non-executive and non-managerial level stakeholders.

b. Identify and implement cost-saving measures throughout the supply chain.

c. Keep abreast of market trends, new technologies, and regulations to ensure that the company remains at the forefront of the industry.

d. Liaise closely with the Legal department to establish streamlined and scalable contracts and contracting strategies.

Education/Certification Required: Bachelor’s Degree with an emphasis on supply chain, procurement, or related area from an accredited university

Experience Required: Relative procurement management experience (8-10 years related work experience preferred). In addition, the candidate will demonstrate a thorough knowledge of contracting and construction in Mechanical and Electrical field. An understanding of energy performance work in lower and higher education or a municipality project background is beneficial.

Job Responsibilities:

• Execute project and be responsible for the proper and timely execution in ensuring the Department quality management system and any project specific contractual requirements are met.

• Execute basic and detail engineering for rotating and package equipment such as compressor, pump, package equipment and material handling equipment.

• Developing mechanical deliverable documents such as engineering specification, mechanical datasheet, requisition, equipment technical bid evaluation and also reviewing vendor document.

• Effective communication among other engineering disciplines, project management and Client teams.

• Provide information to other disciplines such as loading data, construction bill of quantity, electric load and also field work instruction.

Job Requirements:-

• Candidate must possess Degree in Mechanical Engineering background from recognized university.

• At least 7-10 years working experience in oil & gas or petrochemical industry. Candidate with experience working in other EPC/EPCM company will have added advantage.

• Must have experience and knowledge of rotating equipment ranging from compressor, pump, and turbine. Experience with package equipment such as boiler, cooling tower and material handling equipment will be added advantage.

• Possess excellent interpersonal, communication/presentation and report writing skills.

• Understanding in rotating equipment design code and standard such as API and ASME codes and also have experienced with Client standard such as Petronas PTS and Shell DEP.

• Willing to be temporarily relocated at site to support installation, testing, precommissioning and commissioning activities.

• Registered with BEM (Board of Engineers Malaysia).

Requirements: -

1) Candidate must possess Degree in Chemical Engineering.

2) Min. 10 years of process engineering/design experience with ENGINEERING COMPANY in Oil & Gas and Petrochemical industries (Onshore). Have EPCC and FS project cycle experience.

3) Has experience as Lead Process Engineer.

4) Preferably Malaysians and open for Expatriates.

5) Familiar with international codes and standard (especially API, PTS (PETRONAS Technical Standard), SHELL DEP, etc.) 6) Having previous experience in Greenfield, Brownfield and plant modification projects.

7) Able to work in team, independent as a Team Leader and possess excellent interpersonal, communication, presentation and writing skills.

8) Experiences in process simulation (PRO II & HYSYS), flare network simulation (FLARENET), gas radiation (FLARESIM), Heat Exchanger sizing and rating etc

9) Knowledge in AUTOCAD is a plus.

Qualifications and Experience:

Responsibilities: 

• Perform Pipe Stress Analysis using CAESAR-II software and prepare pipe stress report. 

• Pipe support drawing review and development. 

• Preparation of pipe Stress specification. 

• Perform Site visit to identify pipe routing possibilities and able to identify solution for site problems. 

• Preparation of calculations relating to piping designs such as pipe loading, pipe thickness, branch

• Well-versed in the area of Safety and MCI Studies (e.g., HAZOP, SIL, FERA, RBI).

• Registered with Board of Engineers, Malaysia 

• Minimum 5 to 7 years of experience or more of work experiences in onshore/offshore engineering in oil & gas

• Good knowledge in Hazardous Area Classification and Selection of Ex-Proof Equipment. 

• Good knowledge in Electrical equipment sizing calculations for switchgear, transformer, cable and UPS.

Mission and Service DimensionsAs the FPSO Control System Area Lead, you will oversee all activities related to the Control System within the FPSO team, reporting directly to the FPSO Technical Manager. In collaboration with the ICSS Lead, you will:

• Assist with engineering and procurement activities for Control System equipment.
• Manage preparation and construction tasks related to equipment modularisation.
• Coordinate integration of modules onto the FPSO.

Context and Environment

This role supports the development of a major project in Suriname, involving the deep and shallow-water discoveries of offshore Block 58. The Suriname GPI Project Team aims to maximise economic outcomes by optimising reserves, schedules, costs, and reducing greenhouse gas emissions, all while upholding high H3SE standards.

Position Details

• Start Date: 1 February 2025 (anticipated duration: 3–4 years).
• Location: Malaysia (Kuala Lumpur), China (Shanghai), and other sites as required.

Qualifications and Experience

• Education: Degree in Automation or IT Engineering.
• Languages: Fluency in English; knowledge of Chinese and French preferred.
• Professional Experience: Minimum of 15 years, with at least 10 years in project environments.
• Technical Skills: Advanced proficiency in technical management and Excel.

• The UFR EPC and Service holder will be enforcing contractual commitments; will be implementing its own Contract Quality Plan and Objectives, and will be safely, effectively, and timely performing its activities according to the Company specifications, designs, and codes.

• The UFR EPC and Service holder will be controlling specifically the most relevant ISO 9001 processes such as quality audit, quality NC management, corrective and preventive actions management, KPI management, quality inspections, lesson learnt and feedback management, calibration and testing management, and technical standards management.

• The service holder will also be controlling the most relevant ISO 9001 processes, including quality audit, quality NC management, corrective and preventive actions management, KPI management, lesson learnt, and feedback management.

Qualifications & Experience Required:

- Knowledge of the UFR Products and relevant Quality regime

- Significant working experience in a similar service within the Oil and Gas field

- Languages: Fluent in French and English - Professional Experience: 15 years minimum
