We are looking for an experienced E3D Electrical Designer to support an ongoing engineering project in the Oil & Gas sector. The role requires full-time onsite presence in Kuala Lumpur and demands prior experience in oil & gas design environments.

Duration: 6 months (extension possible)

Key Responsibilities:

• Develop detailed electrical layouts and 3D modeling using AVEVA E3D

Job Objectives

Major Duties & Responsibilities

• Handle incoming and outgoing letters, their registration in designated file or system and their filing in designated folder or system.

•  Support IT & Data Management Executive for incoming and outgoing technical data by DHL or E-mail.

Job Objectives

A. Discipline Leadership & Governance

● Lead and manage the Process Safety Engineering Department, ensuring competency development, workload distribution, and delivery excellence 

across all projects. 

● Act as the Technical Authority (TA) for process safety, providing direction, 

solutions, and final technical validation. 

● Establish, maintain, and enforce discipline work processes, engineering 

standards, execution guidelines, and quality frameworks. 

B. Technical Oversight & Assurance 

● Oversee and approve all critical process safety studies and deliverables, 

including: 

○ HAZID 

○ HAZOP 

○ SIL / LOPA 

○ Quantitative Risk Assessment (QRA) 

○ Fire & Explosion Modelling

such as API, NFPA, ISO, IEC 61511, CCPS guidelines, and client-specific 

requirements (e.g., ADNOC, ENI, PETRONAS standards). 

C. Project Delivery & Execution Management 

● Lead process safety engineering support across FEED, Detailed 

Engineering, Brownfield Rejuvenation, and PMC scopes. 

● Plan deliverable schedules, forecast manpower, manage inter-discipline 

interfaces, and ensure alignment with project milestones. 

● Monitor technical risks, change requests, and deviations, providing 

mitigation strategies and impact assessments. 

D. Client & Stakeholder Interface 

● Serve as the primary process safety focal point for Engineering Manager, project managers, and client representatives. 

● Lead technical meetings, workshops, HAZOP sessions, and reviews with 

operators, regulators, and certification bodies.

● Provide clear and concise technical justification for decisions, design 

choices, and risk evaluations. 

E. Coaching, Mentorship & Team Development 

● Develop and mentor engineers across all levels (Graduate → Senior → 

Lead), ensuring capability growth and succession planning within the 

department. 

● Conduct performance reviews, provide technical coaching, and support 

professional development (e.g., IChemE chartership, functional training). 

● Create a high-performance, collaborative engineering culture aligned with 

MMC’s standards. 

F. Proposal & Commercial Support 

● Support business development by preparing:

1) Key Responsibilities:

The Senior Process Engineer will be responsible for providing high-level technical input, executing detailed design work, and ensuring the quality assurance of process deliverables for the FPSO Topsides facilities throughout the EPCC phase.

a) Technical Execution & Quality Assurance

- Execute detailed process engineering design activities covering major Topsides systems (e.g., Separation, Gas Compression, Water Treatment, and core Utilities).

- Demonstrated hands-on experience in performing fundamental process engineering calculations (e.g., equipment sizing, line sizing/hydraulics, pressure relief, heat and material balances) and the subsequent preparation of

associated deliverables (e.g., PFD, UFD, P&ID, Process Data Sheets, Process Design Basis, Heat and Material Balance tables).

- Assist the System Lead Process Engineer as a technical checker for critical process deliverables, ensuring strict adherence to project specifications and industry standards.

- Develop and finalize process documentation to support procurement and construction phases.

b) EPCC Phase Support

- Conduct thorough technical reviews of vendor submissions, ensuring compliance with specifications for major equipment packages.

- Actively participate in and provide expert input during all formal safety review processes, including HAZOP (Hazard and Operability) and SIL (Safety Integrity Level) studies, contributing process expertise across all relevant Topsides

sections to ensure design safety.

- Provide essential technical support to site teams during fabrication, pre- commissioning, and commissioning activities, assisting in the resolution of Site Technical Queries (STQs).

- Ensure all design work and documentation adhere to project standards, international codes, and regulatory requirements.

c) Interdiscipline Input & Collaboration

- Provide technical guidance and support to junior engineers within the process team.

- Provide necessary process engineering input to other disciplines (e.g., Mechanical, Piping, Instrumentation, Electrical, Safety) to resolve interface issues, finalize layouts, and ensure technical consistency across the entire Topsides design.

- Support the System Lead Process Engineer for respective system work scopes with technical execution, scheduling, and progress monitoring.

- Actively manage and implement all identified client's comments and requirements on process deliverables. Provide timely feedback to the Project Management Team and internally on the impact of client requests, identifying and escalating potentially necessary change orders.

2) Qualification:

a) Education & Experience

- Minimum Bachelor’s or Master’s degree in Petroleum or Chemical Engineering

- Minimum of 7 years of progressive experience in the Oil & Gas industry, with significant experience in Offshore or FPSO Topsides projects.

- Preference will be given to candidates who have worked as a Senior Engineer,or higher for at least one (1) FPSO EPCC project.

b) Technical Skills

- Broad, hands-on experience in the detailed design and engineering of multiple FPSO Topsides systems, including a strong foundation in hydrocarbon separation, stabilization, compression, and major utility systems.

- Sufficient technical knowledge to function as a deliverables checker for critical P&IDs, equipment datasheets, simulation reports, and process philosophies.

- Proficiency in industry-standard process simulation software (e.g., Aspen HYSYS, PRO/II) for complex process modeling and analysis.

- Comprehensive knowledge of international codes, standards, and regulatory requirements applicable to FPSO and offshore facilities. Preference will be given to candidates with demonstrated experience in compliance with Angolan oil

and gas regulations.

- Strong experience participating in formal safety review processes, particularly HAZOP and SIL assessment.

c) Essential Attributes & Language

- High degree of technical accuracy and attention to detail required for checking deliverables.

- Fluency in English with strong oral and written communication skills is essential; proficiency in Chinese (Mandarin) is a preference.

Job Summary / Principal Accountabilities

To strengthen internal controls, enforce governance discipline, and ensure full compliance with corporate policies, EPCIC contract requirements, documentation and finance standards. Acts as the primary focal point for Group Internal Audit, ensuring audit readiness and compliance throughout FLNG, Midstream EPCIC project execution and overall, company operations.

Responsibility

A. Internal Audit Management

- Main liaison with Group Internal Audit and external auditors including audit by Lenders Advisors.

- Coordinate audit engagements, evidence submissions, and interviews.

- Prepare PMT departments (SCM, HR, Project Control, Engineering, HSES, etc).

- Lead closing of audit findings through Corrective And Preventive Action (CAPA)

- Maintain Audit Findings Register.

B. Internal Controls Framework

- Implement controls across Finance, SCM, Project Controls, and general processes.

- Ensure DOA/LOA compliance, procurement governance, segregation of duties, progress certification, accruals validation, etc.

- Enforce fraud-risk and conflict-of-interest controls.

C. EPCIC Contract Compliance & Governance

- Maintain Contract Compliance Matrix for FLNG and Midstream contracts.

- Ensure correct documentation for milestone payments, AFC submissions, NCR closures, performance tests, insurances, bonds.

D. Documentation & Records Management

- Implement filing systems aligned with company procedure, ISO, lenders, and GIA standards.

- Conduct weekly spot checks.

E. Risk Management & Reporting

- Lead updates to Project Risk Register.

- Prepare monthly governance/compliance reports for Project Director, EXCO, and Audit Committee.

F. Training & Culture Building

🔌 Commissioning Engineer (Electrical, Instrumentation & Telecom)

Role Overview

As a Commissioning Engineer (Electrical, Instrumentation & Telecom), you will be responsible for executing all EIT commissioning activities for the FLNG project during both yard execution and offshore start-up phases. You will ensure that all electrical systems, instrumentation loops, control systems, and telecom packages are tested, energised, and ready for safe start-up and sustained operations.

This role collaborates closely with construction, mechanical, process, marine, vendors, and the commissioning integration team to deliver system completion, pre-commissioning, commissioning, and handover in accordance with project specifications and class requirements (DNV/BV/ABS).

Key Responsibilities

⚡ EIT Commissioning Execution

• Perform pre-commissioning and commissioning of LV/MV/HV switchgear, UPS systems, transformers, motor control centers (MCC), lighting, and earthing systems.
• Execute commissioning of instrumentation loops, process control systems (DCS/PLC), safety systems (ESD/F&G), and package control panels.
• Carry out telecom system commissioning, including PAGA, CCTV, telecom/data networks, and navigation aids.
• Conduct loop checks, function tests, energisation, and cause & effect validation for E&I systems.

Role Overview

As a Commissioning Engineer (Mechanical & Process Utilities), you will be responsible for executing all mechanical and utilities commissioning activities for the FLNG project during the yard execution and offshore start-up phases. You will ensure that all mechanical systems—covering rotating equipment, static equipment, and process utility packages—are tested, validated, and made ready for safe start-up and operations.

This role works closely with construction, process, E&I, structural, vendors, and the commissioning integration team to deliver system completion, pre-commissioning, commissioning, and handover in accordance with project requirements and class standards (DNV/BV/ABS).

Key Responsibilities

Mechanical & Utilities Commissioning Execution

• Carry out pre-commissioning and commissioning of mechanical and utility systems: seawater lift, cooling water, nitrogen, instrument air, diesel, potable water, open/closed drain, HVAC, and firewater systems.
• Perform system walkdowns, verify installation completeness, and manage punch lists (A/B categories) until mechanical completion.
• Execute flushing, blowing, hydrotesting verification, leak tests, reinstatement checks, and system preservation activities.
• Conduct alignment checks, solo runs, function tests, and load tests for rotating equipment (pumps, compressors, blowers, fans).

System Completion & Documentation

• Work within the completions management system (ICAPS / WinPCS / MCPlus or equivalent) to track MC, PC, and commissioning progress.
• Ensure all procedures, check sheets, and commissioning dossiers are completed, signed off, and properly documented for system handover.
• Support engineering in resolving design or installation non-conformances.

Vendor & Interface Coordination

• Coordinate vendor representatives for package start-ups, FAT/SAT witness, troubleshooting, and commissioning support.
• Interface closely with construction, process, E&I, marine, and HSE teams to resolve technical and schedule issues.
• Support integrated commissioning activities in collaboration with the commissioning integration team.

Start-Up Readiness

• Assist the process and operations team in preparing systems for RFO/RFSU (Ready for Operations/Ready for Start-Up).
