Topside and Production Engineer (Miri)

Scope
- Area of responsibility covers management of the FPSO topside process system.
- Assist the Technical Superintendent and Fleet Production Superintendent with all process related matters.
- The management may and will assign additional tasks not listed in Job Description.
Duties
- Execute and coordinate actions with offshore and onshore operations team to maintain and support the FPSO Helang production.
- Ensure a safe, high quality and cost-effective process operation and maintenance of the FPSO process systems with minimum environmental impact in accordance with legislation, class, flag, safety and Unit Management System.
- Fulfil the risk management requirements by ensuring all risks in production system and associate utilities are identified, procedures are being reviewed. Suggest changes to management for review and implementation.
- Monitor the human resources available to the production department with Production Supervisor.
- Provide feedback to Crewing Department and Fleet Production Superintended to ensure composition of the Process Team offshore in adequate of manpower .
- Utilize the CMMS to ensure compliance and to report any non-compliance. Monitor the CMMS system and follow up on planned tasks and address any outstanding tasks.
- Assist Technical Superintendent with the unit’s budget, preparation of accounts utilization forecast, cost control and review production related purchase requisitions related to the designated area of authority.
- Spend sufficient time offshore on board the unit (minimum ten weeks a year) and be familiar with the production unit, crew, all process issues.
- Be able to assist the offshore production department at any time required and mobilize offshore when required and as instructed by Technical Superintendent.
- Familiar with safety requirements, including permit to work systems, operational and emergency procedures company policy and instructions and ensure that the FPSO production crew are aware of and understand them.
- Maintain accurate records for operation and maintenance system.
- Review and monitor critical inventory level, and timely ordering of topside equipment spare parts, consumables and process chemicals.
- Assist in the planning of major repairs, projects, continuous improvement initiatives and planned annual shutdown. Keep the Technical Superintendent and Fleet Production Superintendent informed of the process unit status.
- Liaise with the offshore team for assistance with maintenance and operation on the process plant.
- Review the Safety Management System, monitor operational procedures are implementation within the production department.
- Review Operational Procedures and Temporary Work instructions as required.
- Review FPSO Helang daily operation reports, highlight area of concern to both onshore and offshore team.
- Monitor the routine tasks in conjunction with Production Supervisor.
- Review all F&G, Safety system inhibits including monthly registers (LO/LC, PSV’s, Spec Blind registers).

- Follow up on critical spares and shutdown planning in conjunction with onshore and offshore team to ensure all planned work activities are completed and process is ready for restart with no delays.

- Undertake training relevant to the position requirements.
- Offshore visits, audits of the PTW system and safety system.
Qualifications
- Engineering education at Bachelor’s Degree or STCW III/2.

- Process Engineer or 4-5 years’ experience in oil and gas production.
- Experience in Process Operation, Oil Field Operation and having knowledge of the nature of oil, gas and water.

Role Purpose
To manage Contractor delivering the ICSS engineering deliverables for assigned projects effectively and efficiently, according to the Project specified technical standards, procedures within project schedule and budget. Support Engineering Manager to plan, execute, & deliver ICSS system successfully. Reports to the assigned Engineering Manager.
Key Accountabilities
- Understand the ICSS design basis, project requirements including HSSE, scope, cost, schedule, quality requirements, specification, Industry and Class requirements and project execution plan.
- Familiar with PCS, SIS, GDS and FDG functionality. Familiar with Electrical Motor Control Centre and Vendor Unit Control Panel interfacing with ICSS. Familiar with communication between PDCS and ICSS.
- Evaluates all the bids received for ICSS package from various suppliers, performs a technical bid evaluation process, ensures selected vendors meet technical/engineering and delivery requirements as stipulated in the project specifications and gives assessment to the Procurement who will follow up in the tender evaluation, price negotiation and award process.
- Participate weekly meetings with the Contractor and the ICSS supplier to clarify issues and ensure the timely provision of accurate documents and specifications to enable the latter to execute their work and deliverables. Ensure the deliverables are meeting the project requirements and meeting project schedule. Complete ICSS engineering and FAT on time within project schedule.
- Develops solutions to the technical/engineering problems by analyzing the issues/data, interpreting the analysis and evaluating various options/measures using experience, precedents and professional references.
- Anticipates potential problems and takes preventive actions to overcome obstacles. Identify improvement opportunities and innovative ideas/methodologies to improve project schedule, cost saving & quality.
- Visit suppliers, reviews test results of ICSS engineering to ensure that the functions are as per specifications. Where necessary, works with the supplier to rectify the deficiencies making sure that they comply with the specification.
