Engr. Hoo Seng Tatt is a Process Safety Engineer and he was a Senior Risk and Safety Consultant, both based in Kuala Lumpur, Malaysia. He is a chemical engineer by training with thirteen years of risk, safety and environmental consulting experience in private sectors, upstream and downstream oil & gas industry. He has led many onshore and offshore oil and gas projects and has been facilitators for a number of safety workshops. He has worked on projects within Malaysia, Indonesia, Thailand, Singapore, Vietnam, South Korea and Qatar as well as international clients from U.S. His experience covers projects management and related services. Engr. Hoo Seng Tatt is very experienced in performing and reviewing Formal Safety Assessments which includes Fire and Explosion Risk Assessments (FERA), Quantitative Risk Assessment (QRA), Escape, Evacuation and Rescue Analysis (EERA) as well as Emergency System Survivability Assessment (ESSA). He has completed many consequence and risk assessment projects onshore and offshore in Malaysia and Singapore including Control of Industrial Major Accident Hazards (CIMAH) and Demonstration of Safe Operation (DOSO) reports. He has reviewed and completed many Operations HSE Case for offshore facilities. He has facilitated different workshops which include Bowtie, Design Performance Standards (DPS), Operation Performance Standards (OPS) and Emergency Response Plan (ERP). He has also facilitated Deliberation for Operations HSE Case. He has also conducted a Process Safety Management (PSM) training for an oil operator company. To add feather to his cap, he graduated with a Master of Engineering (Safety, Health and Environment) with Distinction.
