Scope of Work

Principal Accountabilities

1. Serve as the primary liaison between the company and the community at the village, district, and social group levels

in the Bintuni area.

2. Conduct daily communication, informal engagement, and social monitoring to maintain harmonious relationships

and support the smooth operation of project activities.

3. Identify community issues, aspirations, and potential social risks and report them promptly and accurately to the

Community Relations team.

4. Support the implementation of social programs and community empowerment, project outreach, and other

community activities.

5. Ensure all Community Relations activities are conducted in accordance with oil and gas company standards and

Social Performance principles.


Responsibility

• Maintain good relations with local communities and represent the company at the village level.

• Provide initial information regarding company activity plans to the community.

• Report sensitive issues, conflicts, or potential social risks promptly to superiors.

• Monitor social conditions around operational areas to ensure the stability and safety of company activities.

• Support the coordination of company activities involving local communities.


Work Relationship

Internal:

• Lead Community Relations Officer – receives direction and reports on social dynamics.

• Sr. Local Community Relations Officer – coordinates daily activities and follows up on engagements.

• Field Relations Officer – coordinates field activities and community access.

• Government Relations Officer – coordinates village issues that require local government involvement.

• Security – provides updates on social risks that impact operational security.

External:

• Village communities (general citizens).

• Traditional leaders, tribal chiefs, village heads, church leaders.

• Youth groups, women's groups, local MSMEs.

• NGOs and community social organizations.

• District representatives or village government officials.

Essential Skills & Software Knowledge:

• Strong Community Engagement Skills

Able to interact directly with village communities, traditional leaders, women's leaders, youth, and vulnerable groups in a polite, effective, and consistent manner.

• Cultural & Customary Sensitivity

Understand local social norms, customary structures, and community customs to ensure communication is conducted respectfully and culturally appropriate.

• Effective Communication & Listening Skills

Skilled in conveying company information clearly and capturing aspirations, complaints, and social dynamics in the field.

• Field Monitoring & Reporting Skills

Able to monitor community activities around the project area, identify potential social issues, and compile accurate field reports.

• Conflict Sensitivity & Early Issue Detection

Sensitive to changes in social situations and early signs of potential disturbances, and able to provide early warnings to the Community Relations team.

• Relationship-Building Skills

Able to build and maintain sustainable, positive relationships between the company and the surrounding community through a proactive, trust-based approach.

• Basic Program Support Skills

Able to assist with the implementation of the company's social activities in the field (socialization, community meetings, empowerment programs, aid distribution, and program monitoring).

• Adaptability & Field Resilience (optional if you want more than 7 points)

Has the ability to adapt to dynamic, remote, and frequently changing field conditions, and is able to work independently with minimal supervision.


Work Experiences

• Minimum high school/vocational high school education; Diploma/Bachelor's degree preferred.

• Minimum 3–5 years of experience in public relations, community relations, local NGOs, or similar field work.

• Involvement in community empowerment programs or social activities.

• Experience working in indigenous communities is a plus.

• Experience assisting cross-functional project activities.

• Experience handling sensitive social situations or minor conflicts in the community.

• Understanding of local culture, customary structures, and social dynamics of West Papua (especially Bintuni).

• Excellent interpersonal communication skills.

• Basic documentation and report writing skills.
