Role Overview
A leading upstream oil and gas operator is seeking a seasoned Project QA/QC Lead to join its PMT for a major offshore Terengganu development. The role provides quality governance and assurance oversight across engineering, procurement, fabrication, construction, offshore installation, hook up, commissioning, and start up. The QA/QC Lead will act as the assurance focal point for contractors and subcontractors to ensure delivery in line with project specifications, applicable codes and standards, and regulatory requirements.
Key Responsibilities
- Develop, implement, and maintain the Project Quality Plan in line with operator standards, PSC requirements, and ISO 9001.
- Provide oversight of contractor QA/QC activities including ITPs, welding, WPS/PQRs, NDT, coating, and material traceability.
- Review and approve contractor and vendor QA/QC documentation and deliverables.
- Lead and manage Non Conformance Reports, root cause analysis, corrective and preventive action close out.
- Plan and execute audits, inspections, and surveillance of EPC and subcontractor facilities and sites.
- Act as QA/QC interface with JV partners, PETRONAS, and relevant regulators.
- Support vendor qualification and procurement quality assurance activities, including FAT and SAT.
- Issue QA/QC performance reports, KPIs, and lessons learned to PMT leadership.
- Coach PMT and contractor QA/QC personnel to embed assurance culture and best practices.
Qualifications and Experience
- Bachelor's Degree in Engineering or equivalent.
- 10 to 25 years QA/QC experience in the oil and gas sector.
- At least 5 years client/operator-side experience with strong governance and assurance exposure.
- Minimum of 2 upstream development projects completed.
- Proven track record in pipeline projects and platform hook-up & commissioning (HUC) scopes of work.
- Broad exposure to upstream offshore projects including FPSO, wellhead platforms, and brownfield modifications.
- Strong working knowledge of QA/QC codes and standards: ISO 9001, ASME, API, AWS, IACS, NACE.
- Demonstrated capability in contractor management, audits, and assurance governance.
- Familiarity with PETRONAS and PSC regulatory frameworks and Malaysian compliance requirements.
- Lead Auditor certification (ISO 9001:2015) and discipline certifications (CSWIP, NACE, API) are preferred.
