Scope of Work

Key Objectives

  • To specifically manage purchasing and contracting to support Engineering and Construction activities for PTTEP Malaysia Asset.
  • To ensure all procurement process to be complied with PETRONAS Procurement Standard (PPS) and/or PTTEP’s Procurement Procedure including all related procedures.
  • To advise the contract holders/users on contract management matter to protect company’s risk and mitigate company’s exposures.


Principal Accountabilities

  • As Team Lead, efficiently responsible for managing, advising, supervising, communicating to the procurement team and Users to execute purchasing and contracting plan and strategies as per Company’s target and schedule.
  • Manage timely placement of contracts/purchase orders, its deliveries and ultimate receiving of end products for Engineering and Construction and/or related services.
  • Manage standards of ethics, fairness in procurement and contract management activities are maintained, seek to uphold and enhance the integrity of the entire work process as well as maintain strict confidentiality of relevant documents pertaining to the work.
  • Be accountable on Procurement and/or Contract Management matters in the absence of the Head of Procurement and Contracts.


Key Authorities

  • As Team Lead, accountable for managing of purchasing and contracting plan for Engineering and Construction and/or related services.
  • Managing all procurement and contracts activities including pre-award and post-award including contract management to comply with all PTTEP’s, PETRONAS, and Government requirements and procedures.


Procurement Responsibilities

  • Manage all procurement activities to meet reasonable specified required dates.
  • Manage all efforts on procurement process and activities to be completed with comply all requirement and fair to protect Company’s reputation and risk.
  • Manage and improve on procurement procedures, standards and systems required in administering the works.
  • Manage activities related to sourcing, pre-qualification, enquiry, evaluation, recommendation and ordering in an efficient and cost-effective manner.
  • Manage Pre-Qualification/Screening, Tender Plans, Invitation To Bid Documents, Evaluation Criteria, Evaluation Reports and Award Recommendations, Changes to Contract (Change Orders, Contract Amendment), Contract Extension, Contract Novation, Contract Suspension/Termination and Contractor Performance Management & Reporting (CPRAC).
  • Manage all procurement and interface with User Departments and PETRONAS.
  • Responsible for any additional assignment/work from Head of Procurement and Contracts


Qualification and Experiences

  • Bachelor degree in business administration or equivalent.
  • Minimum ten (10) years relevant experience in oil and gas industry.
  • A sound knowledge of PTTEP and/or PETRONAS Tenders and Contracts Procedures.
  • Self-motivated
  • Strong computer literacy.
  • Strong team building skills.
  • Fluent in English both written and spoken.
  • Strong knowledge on commercial terms and conditions.
