Job Summary / Principal Accountabilities
The Permitting & Regulatory Manager is responsible for leading and managing all permitting activities and ensuring compliance with applicable regulatory requirements throughout the project lifecycle. The role oversees the acquisition and maintenance of permits, licenses and regulatory approvals, while coordinating with government authorities, regulatory agencies and external stakeholders to ensure timely approvals and full regulatory compliance. The position also manages permitting strategies, compliance monitoring, regulatory reporting and supports audits and inspections to ensure project and operational requirements are met in accordance with applicable laws and regulations.
Responsibility
• Lead and manage all permitting and regulatory compliance activities throughout the project lifecycle.
• Develop and implement permitting strategies to ensure timely acquisition of permits, licenses and regulatory approvals.
• Coordinate and liaise with government authorities, regulatory agencies and relevant stakeholders to ensure compliance with applicable laws and regulations.
• Manage the preparation, submission, renewal, and tracking of all required permits and regulatory documentation.
• Monitor regulatory changes and assess their impact on project execution and operational compliance requirements.
• Ensure project activities comply with environmental, maritime, construction, operational, and other applicable regulatory requirements.
• Maintain strong working relationships with regulatory bodies and authorities to support efficient permitting and approval processes.
• Coordinate with internal departments, contractors, and project teams to ensure regulatory and permitting requirements are integrated into project execution plans.
• Identify permitting and regulatory risks and develop mitigation plans to minimize project delays and compliance issues.
• Support regulatory inspections, audits, and compliance reviews, ensuring timely resolution of findings and corrective actions.
• Prepare and present regular reports on permitting status, regulatory compliance, and key risks to senior management.
• Coordinate with legal and compliance teams on regulatory matters, disputes, and compliance obligations related to permits and approvals.
Job Specification
Skills & Abilities:
• Strong knowledge of Indonesian permitting processes, regulatory compliance requirements, and applicable laws for EPCIC, oil & gas, energy, marine, and infrastructure projects.
• Proven experience in managing permit applications, regulatory approvals, renewals, and compliance reporting within project timelines.
• Ability to build and maintain effective relationships with government authorities, regulatory agencies, and key stakeholders.
• Strong communication, negotiation, and coordination skills for managing regulatory and cross-functional project activities.
• Strong analytical and problem-solving skills to identify regulatory risks and implement effective mitigation measures.
• Experience in compliance monitoring, regulatory audits, inspections, and corrective action management.
• Strong organizational skills with high attention to detail in managing regulatory documentation and reporting.
• Proficient in Microsoft Office and capable of working independently and collaboratively in a fast-paced project environment.
Minimum Requirements / Work Experiences
Qualifications:
Education:
• Bachelor’s degree in Engineering, Environmental Science, Law, Public Administration, Regulatory Affairs, or a related discipline.
Experience & Knowledge:
• Minimum 8–10 years of experience in permitting, regulatory compliance, or government liaison roles within EPCIC, oil & gas, energy, marine, or infrastructure projects.
• Strong knowledge of Indonesian regulatory frameworks, permitting processes, and government approval requirements.
• Professional certifications or training in regulatory compliance, environmental management, or project management are an advantage.
• Fluent in Bahasa Indonesia and English, both written and spoken.
