Role Overview
We are seeking a Senior Procurement Executive with strong experience supporting upstream drilling operations under a Production Sharing Contract (PSC) framework.
The role is responsible for managing procurement and commercial activities for drilling and exploration campaigns, ensuring full compliance with PSC requirements, cost recovery principles, and internal governance standards.
The ideal candidate must understand upstream drilling contracting structures, commercial risk allocation, and cost control mechanisms in a regulated operator environment.
Key Responsibilities
1. Drilling Procurement Management
- Manage end-to-end procurement activities for drilling and exploration scopes including rig services, well services, OCTG, mud chemicals, cementing, logging, directional drilling, and related services.
- Prepare and issue RFQs/ITTs for upstream drilling services.
- Conduct technical-commercial bid evaluations in collaboration with drilling and well engineering teams.
- Lead commercial clarification meetings and negotiation sessions.
2. PSC & Commercial Compliance
- Ensure procurement processes comply with PSC governance and cost recoverability requirements.
- Support cost justification documentation for audit and partner review.
- Maintain full procurement audit trail in line with operator governance standards.
3. Contract Administration & Negotiation
- Draft, review, and negotiate drilling service contracts (rate-based, call-out, lump sum, reimbursable models).
- Support contract award, variation orders, and change management processes.
- Assess commercial risk exposure and propose mitigation strategies.
- Support claims evaluation and contractual dispute resolution when required.
4. Stakeholder Coordination
- Interface closely with drilling engineers, well planning teams, finance, legal, and operations.
- Support budgeting and cost tracking for drilling campaigns.
- Ensure alignment between operational urgency and commercial governance controls.
5. Cost Optimisation & Market Intelligence
- Conduct market benchmarking and rate comparison for drilling services.
- Identify cost optimisation strategies while preserving operational integrity and safety standards.
- Provide input into annual drilling budget planning and cost forecasts.
Minimum Requirements
Experience
- Minimum 7–10 years of procurement experience in upstream oil & gas.
- Demonstrated experience handling drilling contracts within a PSC environment.
- Exposure to exploration and/or development well campaigns.
- Experience working in an operator or major upstream environment preferred.
Technical & Commercial Knowledge
- Strong understanding of:
- Drilling contracting models
- PSC cost recovery mechanisms
- Call-out and rate-based contract structures
- Commercial evaluation methodologies
- Experience using ERP systems such as SAP, Ariba, Oracle, or similar.
