Scope of Work

🔌 Commissioning Engineer (Electrical, Instrumentation & Telecom)

Role Overview

As a Commissioning Engineer (Electrical, Instrumentation & Telecom), you will be responsible for executing all EIT commissioning activities for the FLNG project during both yard execution and offshore start-up phases. You will ensure that all electrical systems, instrumentation loops, control systems, and telecom packages are tested, energised, and ready for safe start-up and sustained operations.

This role collaborates closely with construction, mechanical, process, marine, vendors, and the commissioning integration team to deliver system completion, pre-commissioning, commissioning, and handover in accordance with project specifications and class requirements (DNV/BV/ABS).

Key Responsibilities

EIT Commissioning Execution

  • Perform pre-commissioning and commissioning of LV/MV/HV switchgear, UPS systems, transformers, motor control centers (MCC), lighting, and earthing systems.
  • Execute commissioning of instrumentation loops, process control systems (DCS/PLC), safety systems (ESD/F&G), and package control panels.
  • Carry out telecom system commissioning, including PAGA, CCTV, telecom/data networks, and navigation aids.
  • Conduct loop checks, function tests, energisation, and cause & effect validation for E&I systems.

🗂 System Completion & Documentation

  • Use completions management systems (ICAPS, MCPlus, WinPCS or equivalent) to track MC, PC, loop checks, and commissioning progress.
  • Ensure all procedures, loop folders, test records, and commissioning dossiers are completed, signed, and properly documented.
  • Support engineering in resolving E&I punch items, installation issues, and interface mismatches.

🤝 Vendor & Interface Coordination

  • Coordinate vendor representatives for FAT/SAT, loop calibration, DCS integration, and troubleshooting.
  • Interface with mechanical, process, construction, marine, and HSE teams to align commissioning priorities and sequences.
  • Support integrated commissioning efforts across all disciplines to achieve smooth handover and RFSU.

🚢 Start-Up Readiness

  • Assist the control room and operations team with system energisation, control logic validation, and live testing.
  • Participate in cause-and-effect matrix validation, safety system override management, and start-up simulations.
  • Ensure full compliance with project safety standards, isolation procedures, and electrical permitting requirements.

Qualifications & Experience

  • Degree or Diploma in Electrical, Instrumentation, or Control Engineering.
  • 5–10 years commissioning experience in FPSO, FLNG, LNG, gas plants, refineries, or offshore brownfield projects.
  • Strong hands-on experience with:
  • Electrical systems: HV/LV switchgear, UPS, lighting, MCC, grounding
  • Instrumentation: loop testing, field calibration, DCS/PLC/SIS integration
  • Telecom systems: PAGA, CCTV, communication systems
  • Proficiency in reading P&IDs, wiring diagrams, loop drawings, datasheets, and vendor manuals.
  • Familiar with ICAPS / MCPlus / WinPCS, loop folders, and system handover processes.
  • Experience working in fabrication yards (China/Singapore/Korea) or offshore commissioning environments is preferred.
  • Strong HSE mindset, understanding of permit-to-work systems, and ability to lead in a multicultural, multi-discipline environment.
  • Mandarin proficiency is an advantage due to yard/vendor communication.
