Contract Specialist – Suai Supply Base (South Coast Project, Timor Leste)

Project Overview

The Suai Supply Base is part of the South Coast Project in Timor Leste, covering dredging, reclamation, breakwater construction, jetties, yard facilities, a container terminal, and a fuel tank farm. The construction phase is estimated at 30 months, with an on-site team for Construction Management and Supervision.

Role Purpose

Manage all contractual and commercial aspects of the project, ensuring compliance with DBF contract terms and FIDIC Yellow Book conditions, while providing expert advice to the PMU.

Qualifications

• Bachelor’s Degree (preferably with postgraduate in Contract Management).
• Minimum 15 years in Project/Contract Management of large construction projects.
• Experience in similar capacity on supply base/port projects.

Key Responsibilities

• Contract administration and commercial management.
• Review contract documents, handle claims/disputes, assist with variations and payment applications.
• Advise PMU on contractual matters.
