Responsibilities:
Responsible to undertake as a lead Design HSE Engineer, review and liaise with third part consultant, and client related to Design HSE Studies, Loss Prevention Studies as well as Fire Protection Engineering Design.
Responsible to undertake safety studies for some engineering deliverables.
Ensure the quality of third party consultant’s work and timely execution of project delivery.
Responsible for the Engineering, Procurement activities; also expected to provide support to Construction and Commissioning team where required.
Responsible to assist in proposal execution such as preparation of comprehensive and attractive technical write-up, cost and man-hour estimation.
Lead Design HSE Engineer shall perform the following activities:
- Develop document related to Design HSE studies – Design HSE Plan, Design HSE Studies Schedule etc.
- Selection and appointment of third party consultants for the Design HSE Studies and coordination work with the involvement in preparation of input/output design documents analysis, reports and close-out reports as required by Clients and ITB including but not limited to the following desktop studies and review sessions:
o HAZID;
o HAZOP;
o IPF;
o HRA;
o QRA;
o HER & Bow-Tie;
o Gas Dispersion Study;
o Alarm Rationalization Study;
o CIMAH;
o Human Factor Engineering;
o F&G Mapping; and
o Fire Safety Analysis Report (FSAR),
o Mechanical Integrity Deliverables etc.
- Involved in preparation of Fire Safety Design Philosophy / HSE Philosophy.
- To develop the following documents and analysis including but not limited to:
o Fire Protection System Design Basis / Philosophies
o Fire water network hydraulic calculations
o Fire protection equipment layout
o Fire and Gas cause-and-effect diagrams
o Fire and Gas detection layouts
o Fire Fighting and safety equipment specifications
o Passive fire protection layouts
o Fire and Gas Design & Control Philosophies etc.
- Installation/pre-commissioning activities and BOMBA matters
o prepare procedures for testing and pre-commissioning activities, site coordination work between sub-contractors and vendors, construction team and owners
o participate in the testing and pre-commissioning activities
o BOMBA submission and approval matter – FSDP, Active Submission and BOMBA site functional testing and inspection.
Requirements:
Candidates must possess Chemical or Mechanical Engineering background from recognized University.
At least 10 years of engineering design experience in Fire Protection System and Fire & Gas Detection System, Design HSE/Process Safety studies in Oil & Gas and Petrochemical field for major oil companies.
Familiar with process safety study, risk assessment study, HAZOP, IPF/SIL, Human Factor Engineering (HFE), F&G Mapping, Alarm Management Study, gas dispersion study, RAM, MCF, etc.
Understand Code and Standards used in Fire & Gas System, Process Safety and good knowledge in DOE requirement.
Good knowledge and ability in Risk Engineering Software.
Proficient in PIPENET (fire water hydraulic calculation) or equivalent software.
Competent user of Sound Plan, DNV PHAST/ Safety software will be of added advantage.
Able to carry out site survey in order to gain required information and/or verification of existing plant documentation.
Ability to work in teams and possess excellent interpersonal, communication/presentation and report writing skills.
Able to travel to site to assist commissioning activity and BOMBA inspection.
Good skill and experience in the application of Auto-CAD software.
PC literate (MS Word, Excel, PowerPoint, and MS Project as a minimum).
Good command in English and Bahasa Malaysia (spoken and written).
Committed to the works and be able to work extra mile.
Well verse with PTS and PBTR related to process safety and fire protection would be an added advantage.
Registered with BEM (Board of Engineers Malaysia) and/or MBOT as Graduate Engineer.
Registered as Professional Engineer (Ir.) and/or Professional Technologist (Ts.) would be an added advantage.
Proficient in Japanese would be an added advantage.
