Job Overview
The Project Lead – Procurement will be responsible for leading procurement activities for capital projects within the oil and gas sector. The role focuses primarily on pre-award procurement activities, including procurement strategy development, tender management, commercial evaluation, and contract award.
The successful candidate will work closely with project management, engineering, and technical teams to ensure procurement activities support project schedules, cost targets, and governance requirements. The role also involves providing leadership within the procurement function and coordinating procurement activities across project stakeholders.
Key Responsibilities
Project Procurement
- Lead procurement activities for project-related packages within capital projects.
- Develop procurement strategies and procurement plans aligned with project requirements.
- Prepare and manage tender documentation including RFQ, ITB, and RFP.
- Coordinate and manage technical and commercial bid evaluation processes.
- Lead commercial negotiations with vendors and contractors.
- Prepare tender evaluation reports and contract award recommendations.
Contracting & Commercial Management
- Support contract drafting, negotiation, and award processes.
- Ensure procurement activities comply with corporate procurement procedures and governance requirements.
- Manage procurement risks and recommend mitigation strategies.
- Ensure proper documentation of procurement activities and approval processes.
Stakeholder Coordination
- Work closely with engineering, project management, and technical teams to align procurement activities with project schedules.
- Coordinate vendor clarification processes and ensure alignment between technical and commercial requirements.
- Facilitate internal review and approval processes for procurement activities.
Leadership
- Provide leadership and guidance to procurement team members involved in project procurement activities.
- Coordinate procurement workstreams across multiple project packages.
- Support mentoring and development of junior procurement personnel.
Minimum Requirements
- Minimum 10 years of procurement experience within the oil and gas industry.
- Strong experience in project procurement for capital projects.
- Proven experience managing pre-award procurement activities, including tender preparation and bid evaluation.
- Experience supporting EPC, EPCC, or large infrastructure projects.
- Strong commercial negotiation and contract management capability.
- Experience coordinating procurement activities with engineering and project management teams.
Preferred Experience
- Experience in downstream oil and gas projects, including gas processing facilities, refineries, or infrastructure projects.
- Exposure to pipeline, gas distribution, or LNG/regasification projects.
- Familiarity with structured procurement governance frameworks and tender committee processes.
- Experience working within large project environments involving multiple contractors and suppliers.
