Job Title: HSE Supervisor – FSO Construction

Location: Onshore Fabrication Yard & Offshore Deployment

Start Date: ASAP

Duration: Until September 2026

Working Schedule: 6 days/week (Mon–Sat), 10 hours/day

Department: Construction

Reporting To: FSO Construction Manager

Role Overview

The HSE Supervisor will be responsible for overseeing and reporting on all Health, Safety, and Environmental (HSE) aspects during the fabrication and offshore construction of an FSO (Floating Storage and Offloading) unit. This includes ensuring strict compliance with project-specific HSE plans and procedures across the EPCIC contractor and all associated subcontractors.

Key Responsibilities

  • Ensure contractor compliance with Company HSE policies and procedures.
  • Monitor HSE performance at both onshore and offshore worksites.
  • Participate in Job Safety Analysis (JSA) and Risk Assessments.
  • Lead and participate in site HSE inspections and audits; ensure closeout of all findings.
  • Support incident investigations, root cause analysis, and monitor follow-up actions.
  • Organise and contribute to HSE committee meetings and emergency drills.
  • Promote proactive hazard identification and safety culture across project teams.
  • Verify readiness of safety equipment and emergency response tools onsite.

  • Direct Supervisor: FSO Construction Manager

  • Project team and site engineers
  • HSE managers from contractor and subcontractor teams
  • Client HSE representatives
  • Offshore/onshore visitors and technical staff

Qualifications & Requirements

  • Degree/Diploma in Engineering or relevant technical discipline.
  • Minimum 10 years of experience in HSE supervision within oil & gas construction.
  • Minimum 5 years in a similar role handling site safety in major projects.
  • Strong experience in EPCIC environments, preferably with FSO/FSU or offshore structures.
  • Fluent in English; Chinese language proficiency is an advantage.
  • Competency in incident investigation, emergency preparedness, and audit procedures.
  • Excellent computer literacy, organisational skills, and a proactive team mindset.
