Mechanical & Piping (M&P) Inspector
Brunsbüttel, Germany - Senior (5-10 years) - Site based
The Mechanical & Piping Inspector will serve as the technical authority for all mechanical engineering matters on behalf of the Owner at the Brunsbüttel LNG Terminal. This role involves comprehensive oversight of contractor mechanical works including static equipment, rotating equipment, piping systems, and cryogenic infrastructure. The position requires technical review of engineering deliverables, monitoring of construction progress, and ensuring compliance with project specifications, industry codes (ASME, API), and German/European regulatory requirements. This position is critical to ensuring quality delivery of mechanical works and protecting the Owner's interests throughout construction and commissioning phases.
KEY RESPONSIBILITIES AND DUTIES
1. Technical Oversight & Contractor Management
Monitor and verify EPC contractor compliance with project specifications, ASME B31.3, API standards, and European Pressure Equipment Directive (PED 2014/68/EU)
Assess contractor progress against baseline schedules and identify mechanical-related schedule risks and mitigation strategies
Review and comment on contractor Method Statements, Inspection & Test Plans (ITPs), and Quality Control procedures for mechanical disciplines
Evaluate the technical adequacy of Requests for Information (RFIs) and Field Work Orders (FWOs) related to the mechanical scope

2. Static Equipment & Piping Oversight

Role Overview
The Senior Instrument Engineer is responsible for delivering high-quality instrumentation and control engineering design for onshore and offshore EPC projects. Senior QA/QC Engineer (QA/QC Coordinator) reports to the QA/QC Lead related to quality and compliance in manufacturing, shop fabrication / modularization projects by coordinating QA/QC activities, implementing quality management systems, monitoring quality control processes, inspecting facilities, equipment, and materials, and verifying
conformity to contract, code/standards and regulatory requirements and has responsibility and authority for :

Support QA/QC Lead to Developing Contractor/Vendor
Quality Plan related to manufacturing, shop fabrication /
modularization and assisting with the preparation of
inspection and test plans with Contractor/Vendor, and
QA/QC Procedures, Instructions compliance with project
requirements and standard.

Support Lead QA/QC to control Contractor /Vendor to
implementation of Quality Management System
manufacturing, shop fabrication / modularization in
cooperation with Engineering, Construction and all
functions to establish Project quality documentation, such
as : Quality Plan, Quality Procedures & Shop Inspection
Test Plan, etc.

Responsible for ensuring and monitoring performance of
each fabrication / modularization, vendor or suppliers
engaged in the manufacturing, shob fabrication /
modularization process.

To make sure implemenation Quality Program including
Audit conduct as per planned

Coordinate QA/QC activities: Manage inspection
schedules, witness, hold points, and testing protocols at
manufacturing, shop fabrication / modularization and
engage communication with others department

Maintain, monitoring process issuing and closing process
Non-Corformance and Quality Observation Reports and
others quality program, make sure all registered in to
Quality Master documents register.

To administer and maintain the Project Quality
Management System with particular focus on
procedures, corrective actions, audits, and root cause
analysis of deficiencies.

Support Lead QA/QC to performed assignment QC
Inspectors direction at manufacturing, shop fabrication /
modularization

Supports the Lead QA/QC in leasing with other
department about all the quality matters with Contractor manufacturing, shop fabrication / modularization base on
contract requirements

Supports the Lead QA/QC to Controlling the overall
quality activities of the manufacturing, shop fabrication /
modularization

Ensuring that the tests, controls and inspections are
carried out and documented in accordance with the
Project Requirements

Manage documentation with Contractor: Maintain
accurate records of QA/QC activities, inspection reports,
and certification documents.

with Contractor manufacturing, shop fabrication /
modularization
Education & Experienced
- Minimum Bachelor degree of Mechanical or Electrical/Instrument, Diploma or
equivalent, with ten (10) years inspection experience or alternatively Senior High
School with fifteen ( 15 ) years experience in EPC and/or equivalent facilities / Project,
He/She shall be able to read, write and speak English Language.
Able to speak Chinese language is advantage
- Experience in manufacturing, fabrication, construction in oil and gas industries
2. Requirements - Lead Auditor ISO 9001:2015
- Qualified Welding Inspector CSWIP 3.1 Certificate and and ASNT Level II (RT, MT,
PT, UT) or equivalent is advantage
- Qualified CompEx 01-04 (Electrical & Instrument) is advantage
3. Skills - Proficient in quality data and quality reporting with good skills in MS Office, especially for MS Excel, MS Word and MS Power Point.

DUTIES, RESPONSIBILITY AND RESULT EXPECTATION
QC Inspector for Painting and Insulation is responsible for ensuring that all painting, coating, and insulation activities meet specified quality standards and project requirements. This role involves a range of duties to maintain the integrity
and durability of coatings and insulation systems, and ensuring compliance with industry standards and project specifications, industry standards, regulations and codes, and he/she has responsibility and authority for :

- Support Lead QA/QC to control Contractor /Vendor to implementation of Quality Management System cooperation with Engineering, Construction and all
- functions to establish and implemented project quality documentation, such as : Quality Plan, Quality Procedures & Field Inspection Test Plan, etc.
- Conduct systematic inspections at each stage of surface preparation, painting, wrapping, and repair works
- Verify the complete implementation of the approved Quality Inspection and Test Plan (ITP) at different stages of the painting process
- Witness and evaluate the qualifications of contractors’ painters and blasters carried out by paint manufacturers
- Perform visual inspections, dimensional tests, and checks on ratings and materials for connections
- Prepare comprehensive reports on inspection findings and quality control activities
- Ensure that all painting and insulation work complies with approved plans, specifications, and relevant codes
- Supports the Lead QA/QC to controlling the overall quality activities of the construction
- Coordinate with construction teams for the inspection ofongoing and new application works of paint, insulation, and refractory projects
- Ensure compliance with Health, Safety, and Environment (HSE) regulations and guidelines
- Identify any defects/non-conformities, documented and report deviations.
- Monitor all blasting, coating, and insulation activities for conformance with applicable codes, standards, and contract requirements
- Manage documentation with Contractor: Maintain accurate records of QA/QC activities, inspection reports, and certification documents.
- Supporting Lead QA/QC in relations with the Meeting with Construction Installation & Commissioning (CIC) Contractor

- Bachelor’s degree in Materials Engineering, Chemical Engineering, Mechanical
Engineering, or a related field, or related field, with Ten (10) years inspection
