2.1 PRINCIPAL ACCOUNTABILITIES

• Prepare contract and purchasing scopes of work.

• Monitor and liaise with Logistics to ensure production materials meet the required delivery schedules and do not impact production.

2.2 PRINCIPAL ACCOUNTABILITIES

• Coordinate an Engineering Team to provide:
• Full technical services to the production operations team to ensure continued hydrocarbon production in a safe and efficient manner.
• Brownfield technical services to the production operations team.
• Commissioning and startup teams to Production Department on MCR work.
• Specialist optimization team to analyze and resolve operational production issues.
• Ensure that all activities that are conducted by E & I engineering support team comply with all legal and Company requirements.
• Prepare and monitor Key Performance Indicators (KPI) relevant to activities conducted by E & I engineering support team in accordance with Client’s business processes.
• Schedule technical activities and facilities maintenance to support oil and gas production.
• Provide support, guidance and training to the subordinate (if any) for their career development and to enhance their knowledge and technical skills in project contract administration management area.
• Performs non-routine tasks and attends such meetings as directed by the Facilities Engineering Manager or as opportunity presents, in order to meet Company objectives. Ensures that his Superior and other relevant people are kept informed of all major opportunities, developments or problems, which will impact on the business.

3. KEY AUTHORITIES

• As Staff Engineer, E&I free to act within the authorities granted by the Department Manager.
• Budgetary freedom is within limits specified by the Clients
• Preparing, designing and supervising offshore work programs for development and production operations.
• Responsible for scheduling technical activities and facilities maintenance to support oil and gas production.
• Ensuring that all activities comply with all Company, PETRONAS, and Government requirements and regulations.

4. SAFETY RESPONSIBILITIES

The primary responsibilities are:

• Shared responsibility for the health, safety and welfare of all persons at any Operations or Construction Site, including staff, contractors and visitors and for local environmental safety.
• Ensuring that the MRS work activities are performed in accordance with the applicable Management System, Clients Policies, Procedures, work instructions and regulatory requirements.
• Motivate, consult with and ensure the participation of the MRS support services and visiting contractors, in the ongoing development and implementation of safety at the workplace.
• Report all accidents, incidents, near misses and dangerous occurrences to the Department Manager. Ensure reports are legible, comprehensive and timely, and any additional information pertinent to the report is attached as per Management System Procedure.

5. QUALIFICATIONS AND EXPERIENCE

• Bachelor’s degree, majoring in electrical, or instrument engineering.
• Has working knowledge of offshore operations engineering and all related matters e.g. equipment, materials procedures, safety etc.
• Have detailed knowledge of production operations (min 7 years).

Key Objectives

• To help Maintenance Inspection and Integrity department deliver major maintenance and campaign turnaround projects safely on schedule. 
• They develop strategies, determine material and labor costs, monitor crew performance, ensure health and safety regulations are obeyed, and that communications channels are open.
•  Also, able to interpret data, compile reports, coordinate major activities and deliver presentations when required.
• Day-to-day responsibilities include drawing up work schedules and budgets, delegating tasks, analyzing project specifications, and finding cost-effective ways to meet them, liaising with contractors and suppliers, managing resources, and communicating with planning teams, engineers, sub-section heads and section head.

1. KEY OBJECTIVES

- To expedite, prepare tracking and reporting of all purchasing spares and services as per requirement dates on each Purchase Order effectively and pro-actively.

- To update & provide a comprehensive update of all materials purchased to offshore & onshore support team.

- To apply Liquidate Damages (LD) to those applicable suppliers and vendors based on their clause, term and conditions from each respective contract.

- Work towards achieving the deliverable of spares and services to avoid backlog and delayed.

- Work with subsection heads under PBF/M section to provide - Maintenance and Inspection services for SK and SB Asset.

2. WORKING RELATIONSHIP

Tasks

▪ Identify Tender Documents requirements and constraints which may prevent a successful project execution

Job Details:

3. Familiar with international codes and standard (especially ASME31.3, ASME, API, PTS, SHELL DEP, JIP 33, etc.)
4. Good knowledge in preparation of engineering specifications and job instructions for piping designs, materials, insulation, painting etc.
5. Good knowledge in Plant Layout Planning and Detailed Piping Design in view of Construction, Process Flow Scheme, Machinery Operation etc.
6. Familiar with inter discipline coordination work with regard to layout and piping design.

Job Details:

1. Manage projects as Lead Engineer and be responsible for the proper and timely execution of projects ensuring the Department quality management system and any project specific contractual requirements are met.
2. Performing basic and detail design for static equipment such as pressure vessel, storage tank, heat exchanger and package equipment.
3. Responsible for cost, schedule, quality and budget control.
4. Responsible for issue of all mechanical deliverable documents such as engineering specification, mechanical datasheet, requisition, technical evaluation, engineering drawing and also reviewing vendor document.
5. Ensures effective communications among other engineering disciplines, project management and Client teams.
6. Participates in department meetings, project status meetings and is responsible for correct reporting of amongst other project status, progress, delays, change notices and management, lessons learned and close-out.

Job Requirements:

1. Candidate must possess Degree in Mechanical Engineering background from recognized university.
2. At least 7-10 years working experience in oil & gas industry as a mechanical static engineer or at least 5 years working experience in designing the pressure vessels (pressure vessels manufacturer).
3. Must have thorough knowledge of static equipment ranging from vessels, heat exchangers, reactors, columns and package equipment. Furnace /fired equipment and thermal rating for shell and tube heat exchanger is an advantage.
4. Had a strong technical background in an engineering contracting environment with all aspects of static equipment engineering. The understanding of the technical requirements of the project and directing others to apply this into the project is important.
5. Ability to work in teams with all levels and vendors and possess excellent interpersonal, communication/presentation and report writing skills.
6. Able to define work scope and required resource.
7. Able to operate pressure vessel design software such as PV Elite, Codecal, etc.
8. Well verse in static equipment design code and standard such as API, ASME codes and TEMA and client standard such as Petronas PTS and Shell DEP.

Job Summary:

We are seeking a skilled 3D Modeller/Piping Designer to join our EPCC project for a biodiesel plant located in Port Dickson. The role involves creating detailed 3D models and piping isometric drawings for the Outside Battery Limits (OSBL) areas, including the tank farm, loading-unloading bay, pump house, boiler house, and tie-ins to the Inside Battery Limits (ISBL). The candidate must be proficient in using Navisworks software and have experience with biodiesel or similar industrial plants.

Job Responsibilities:

• Develop 3D models for OSBL areas of the biodiesel plant.
• Create accurate piping isometric drawings.
• Integrate OSBL 3D models with ISBL 3D drawings.
• Collaborate with project teams to ensure design consistency and accuracy.
• Conduct periodic on-site visits for discussions and inspections.
• Ensure all designs comply with industry standards and project specifications.
• Utilize Navisworks software for all modelling tasks.

Job Requirements:

• Experience in 3D modelling and piping isometric drawing.
• Proficiency in using Navisworks software.

• Ability to work remotely with periodic on-site presence in Port Dickson.
