• Leading the management of HSE in the field • Assisting in developing the Construction portion of the schedule for the Project • Supporting the design process phase through constructability reviews, risk and opportunity reviews • Participating in the development of the contracting plan and participating in contract enquiry package development and bid reviews • Developing of the site resourcing plan and selecting/mobilising the Construction Management Team • Establishment of the Project site facilities • Managing and administering of the site contracts to achieve safety, quality, budget and schedule objectives • Commercial administration of the contracts • Managing interfaces on site including between contractors, and between Construction and Operations • Testing and Completion of construction • Handover to Commissioning and/or Operations • Commercial closeout of contracts. • Provide visible leadership to the PMC and EPC construction teams • Provide construction guidance and input to the EPC detailed design • Participate in constructability and risk reviews • Provide strategic instruction to the EPC construction and management personnel • Liaise and align with the Pertamina Construction Manager daily • Ensuring the EPC contractor is established and monitored for efficient and competent execution • Ensure the EPC contractor has developed and implemented the required execution plans and procedures • Support the Pertamina PMT and PMC with contract management of the EPC contractor including change management • When required prepare and deliver presentations on progress and construction execution performance • Maintain regular contact and provide execution updates to the PMC Project Manager Overall responsibility for the managing the CONTRACTOR to monitor and verify that contract obligations are met for all contract packages from engineering through to operational acceptance of the Project. Review of an overall project schedule/network, identifying critical path, milestones, priority activities and target dates for completion. Updating the Master Schedule as and when necessary. Review and monitor detailed schedules of CONTRACTORS & vendors. Monitor project interfaces and disciplines. Provide written response/comments to CONTRACTOR's correspondence. Review CONTRACTOR's documents and recommend for Construction Manager and/or COMPANY's action within timely manner. Attend kick-off, coordination and vendor meetings as required. Monitor effectiveness of CONTRACTOR's interfaces with SUBCONTRACTORS, vendors and others. Handling of delays, arranging and expediting with CONTRACTOR for corrective actions. Advice COMPANY of any anticipated delays. Monitor that the project is built in accordance with the approved specifications and that the services provided and the use of materials and equipment is in accordance with the Contract. Monitor, verify and document the establishment and administration of site security and safety rules. Control and minimize changes to scope of work and review change notifications and claims from CONTRACTOR, review cost estimates and negotiate as necessary, and recommend for COMPANY approval. Responsible to evaluate and ensure through monitoring the competency of CONTRACTOR's personnel. Advise and recommend to COMPANY release of each progress payment as per contract with CONTRACTOR. Recommendation for issue of certificates to the CONTRACTOR for: • Completing construction work (Mechanical Completion) • Operational Acceptance • Care and Custody Transfer to COMPANY Operation • Report and meeting regularly with COMPANY • Others Work related to Project Activity Settle any deficiencies and disputes as it might be occurred in a manner so as to satisfy all warranties (including performance and completion warranties) included in the EPC Contract. Assist COMPANY’s to resolve the problems related the project. Make sure that project quality is maintained. Make sure project HSE program is implemented and complied with by the contractors.
