While working as OIM under oil major BP and Eni my primary job scopes on board the FPSO’s are summarized below:
1. Work as the Person in Charge of the FPSO during the towing and commissioning/start up phase.
2. Manage the Operations, Marine and Maintenance requirements to achieve approval of the Ready for Start Up certificate
3. Ensure that HSSE procedures are in place and properly implemented for all aspects of the activities o/b the FPSO
4. Lead and manage the FPSO Operations and Maintenance team so as to develop and maintain flexible and effective work culture where all team members strive to achieve the facility operating and project goals as well as an outstanding safety record;
5. Fulfil risk management requirements by ensuring all risks associated with the operation and maintenance of equipment are identified and elimination/mitigation processes are established and implemented in line with the requirements and guidelines of the facility
6. Management planning and implementation of selected safety drills, exercises and safety meetings
7. Co-ordinate all operations, regarding the project support requirements, to ensure contractual obligations are fulfilled without incident
8. Management of the updating and implementation of temporary operational procedures and work instructions in accordance with MOC process
9. Ensure roles and responsibilities of all personnel are clearly defined and understood and new employees receive a comprehensive induction before commencing their duties
10. Understand and give primary consideration to managing the hazards and risks associated with the role and other risks that can impact the project objectives
11. Acting as Site Authority inside the Control of work system
12. Participate in the development/review of Temporary Operating procedures, where Commissioning, Start-Up or standard operation procedures need temporary modifications
13. Development of specific procedures (as required), review of existing procedures, walk through in the field, red line the findings and validation (where possible)
14. Ensure close collaboration with the Project Offshore Manager, T&I Manager, HUC Manager, PCC Manager, DPA, CSO, Crewing Manager and FPSO supervisors and leads o/b the FPSO to ensure a seamless integration in support of ongoing Hook Up, Commissioning and handover activities
15. Lead and manage the FPSO crew so as to develop and maintain flexible and effective work culture where all crew strive to achieve the facility operating and project goals
16. Ensure roles and responsibilities of all personnel are clearly defined and understood
17. Ensure all persons joining FPSO are immediately given appropriate familiarization training for the emergency, safety and security and maintain personnel on board (POB) system
18. Maintain appropriate logs, records and certifications in accordance with State, Class, Flag, ISPS, SOLAS and MARPOL requirements
19. Direct and motivate the crew during any emergency situation and or drill and assign special duties to the crew, as required
20. Positive action is taken to stop hazards and unsafe behavior
21. Ensuring that the stability of the FPSO is within operational and legislative limits at all times
22. Managing the contract onboard, ensuring the maximum vessel operational performance in compliance with the contractual and legal requirements, laws, rules and regulations and Company Policies
23. Coordinating the periodical review/maintenance of the Safety Management System and other supporting Documentation
24. Operating the shipboard communication equipment and holds ultimate responsibilities for all communication
25. Managing the overall operation and all related activities with the support of all Heads of Department
26. Coordinating and guaranteeing the information flow with the onshore Company Departments Ensuring, with the support of Cargo Superintendent, that all flag, class and other statutory certification is registered, stored and maintained on board with copies sent to the onshore departments
27. Monitoring the levels of competency on board and ensure that corrective action takes place
28. Monitoring the annual assessments of personnel, ensuring fairness and accuracy
29. Managing the day-to-day disciplinary and performance issues on board with appropriate reference to the Operations Manager
30. Properly coordinating with the Cargo Superintendent on all Marine related issues
31. Coordinating training requests from Heads of Department for personnel
32. Assisting the Company Departments during audits on board in co-operation with Heads of Department
33. Providing Marine expertise regarding mooring and ballast management to the owner and operator.
34. Interface with main contractors and subcontractors.
35. Interface with local authorities and agencies.
36. Arranging crew change plan (focal point).
37. Assisting Operations Manager for development of cost control plan and yearly OPEX budget.
38. In charge for material and inventory management in absence of Maintenance Superintendent.
39. Acting as Company and Owner representative for the appointed asset during Lay-up, shipyard refurbishment & conversion activities, towing operations from dry-dock to the field position, SURF/Hook up and start up activities with project manpower over 4000 people.
Shipyard integrated team achieved more than 7 million man working hours without LTI incident during conversion and refurbishment project at Dubai dry dock (fast track project).
As Field HSE Officer/Master mariner I was covering below tasks:
1. Supervision of all work activities on board (more than 50 Work Permits on daily basis with POB up to 175).
2. In charge for implementation and periodical review of all management policies, manuals and PTW system in the field consisting of one FPSO with 19 deepwater wells, two semi-sub platforms and 3 TLP platforms.
3. Coordinating Class and Flag visits.
4. During Emergency acting like On scene commander and preparing all Emergency response training activities on board
5. Authorized gas tester on board and focal point for maintenance, service, engineering and purchase of personal Gas detection, Breathing, Lifesaving, antipollution & firefighting and various safety equipment.
6. In charge for preparation of Rescue plans and set up of Tank rescue equipment before Confined space entry; In charge for Tank safety inductions and Sentry training for core team and projects;
7. In charge for Cost Management of Safety Department including crew welfare.
8. Acting as Assessor/Mentor for HSE Representatives and other trainees on board during nationalization program.
9. Responsible for continuous review and improvement of HSE Competency Assessment Program (CAP).
10. In charge for PTW implementation, daily management of the permits (with assistance of two PTW Coordinators) and PTW trainings.
11. In charge for updating of Lifting plans and procedures in close cooperation with appointed external Technical Authority. In absence of Technical Authority approving complex lifting operations.
12. Acting like Terminal Security Officer (Port Facility Security Officer)
13. Acting as Radiation Protection Supervisor for two different oil fields and for onshore storage areas;
14. In charge for testing, maintenance and organizing vendor inspection activities regarding Helicopter refueling equipment.
15. Acting as Lead HLO during absence of Marine team.
16. Replacing Ballast Control Operator/Control Room Operator/Barge Sup. when not available or during break time
17. Operational knowledge with SAP maintenance system (Supervisor level).
18. Preparation of Synergi Incident reports, in charge for Investigation and analysis of Accidents and Incidents in the appointed oil field.
19. In-charge for management of following registers/databases:
· Incident and Accident database (if Synergi is not available)
· SOC management database
· QRA and JSA registers
· PTW register
· LTI, LOTO, Process/Safety/Mechanical/Electrical isolation registers

20. Acting as Area Authority for Firefighting and Safety equipment on board.
21. In charge for various safety meetings on board (Department, Management, Steering…).
22. Assisting Supervisors in guiding and coaching of their departments (Construction, Maintenance, Marine, Production, Painting, Catering) during morning talk box talks.
23. In charge for implementation of internal and external audits and vendor site inspections.
24. In charge for HSE approval of vendors before setting up of SAP vendor account.
25. Implementing various internal and external HSE audits and trainings on board:
· DROPS surveys
· Noise audits
· NORM surveys
· Illumination audits
· Safety culture and Safety climate audits
· Face fit test survey for all personnel
· Verification audits and Area inspection audits on monthly and weekly basis, etc.
26. Focal point for Assessment and evaluation of high risk activities in the field – constant review and implementation of Risk assessment management, QRA and JSA forms, QRA Registers, HAZOP, HAZID, FMEA, Bow ties, etc.
27. Running of Cost-Benefit Analysis for HSE related items.
28. Collection and evaluation of leading and lagging indicators and setting up of company KPI standard (Following IOGP guidance).
