Scope of Work

Role Overview:

The Project Operations Engineer (POE) will assist the Project Operations Manager (POM) in managing and executing installation activities and onshore logistics for dedicated projects. The role involves engineering inputs for both offshore and onshore logistic support. The POE may also develop execution plans and offshore schedules for specific regional tenders.


Key Responsibilities:


  • Ensure offshore spreads are ready for operations, focusing on certification, documentation, SIMOPS, and safety.
  • Support logistics, transportation, safety, and certification for installation spreads.
  • Assist POM and engage in daily vessel calls.
  • Review offshore installation procedures and conduct risk assessments.
  • Support vessel readiness, mobilization activities, and equipment mobilization.
  • Liaise with regional and group departments for crew, equipment, and spares.
  • Issue requisitions for operations and logistic equipment.
  • Track materials and equipment, ensuring inspection, readiness, and delivery.
  • Manage customs clearance and review 3rd party SOPs.
  • Handle mobilization activities, manage cargo barges and support vessels.
  • Liaise with customers on certification, asset preparation, and logistic support.
  • Provide engineering input for in-country operations and logistics coordination.
  • Assist with local service procurement and cost tracking.
  • Ensure compliance with project requirements, safety, health, and quality standards.
  • Manage visa requests, training, and certification for offshore crew.
  • Anticipate vessel needs during mobilization and construction phases.
  • Handle vessel clearance documentation and follow-up.


Key Relationships:

  • External: Customers, MWS, subcontractors, agents, suppliers, ship brokers.
  • Internal: Project team leaders, HSE advisors, engineering, SCM, marine assets, pipeline group, operations, fabrication, tendering, marine advisor, SCM, crewing, in-country logistics, base manager, fabrication yard.

Qualifications and Experience:

  • Minimum of 5 years’ experience in subsea construction, including shallow waters, pipelaying, flexibles/umbilicals laying, and diving.
  • Experience in EPCI and SURF projects, logistics support, mobilization, field engineering, local content in Africa, and transit/TI processes.
  • Skilled in coordination of support services and subcontractors.
  • Fluent in English; Portuguese is an advantage.
  • Strong communication, teamwork, and planning skills.
  • Proficient in Microsoft Project.
