Client Environment: Serving as PMC, interfacing with Chinese EPC contractor
🌍 Project Context
You will be embedded within the PMC team of a major offshore brownfield redevelopment project, working onsite in Singapore. The role requires deep experience in design leadership across all project phases, stakeholder coordination, and regulatory alignment with Qatar’s offshore O&G environment.
🔧 Key Responsibilities
- Lead and oversee engineering design management for offshore platform development (jacket, topside, tie-ins, utilities)
- Coordinate multidisciplinary design reviews and resolve technical interface issues across structural, mechanical, piping, electrical, and instrumentation teams
- Ensure full compliance with Qatar-specific regulations, offshore codes, and operator requirements
- Manage full lifecycle of design: conceptual, FEED, detailed design phases
- Monitor and control project schedules, resource allocation, and technical deliverables
- Identify and mitigate technical risks, and ensure engineering quality, constructability, and HSE compliance
- Facilitate technical clarification meetings, model reviews, and resolution of technical deviations
- Communicate effectively with diverse stakeholders (PMC leads, EPC, client, vendors)
- Collaborate with procurement and project controls teams to align engineering progress with overall project milestones
✅ Candidate Requirements
Education & Certifications
- Bachelor’s degree or above in offshore oil & gas, marine, or mechanical engineering
- PMP or similar project management certifications preferred
Technical Experience
- 15+ years of offshore oil & gas platform design experience (topsides, jackets, living quarters, brownfield tie-ins)
- 5+ years in engineering design management or lead role on medium-to-large scale EPC/PMC offshore projects
- Expertise in navigating the full engineering design lifecycle – from concept to IFC
- Familiar with FEED, detailed design packages, 3D model reviews, and discipline deliverables
Regional & Regulatory
- Strong understanding of Qatar offshore regulations, approval workflows, and industry standards (API, ISO, IEC)
- Demonstrated success passing regulatory reviews and ensuring local compliance for Middle East projects
Project & People Skills
- Excellent project planning, execution, and risk mitigation capabilities
- Strong cost control, scope management, and schedule tracking skills
- High-level English fluency (written and spoken); culturally adept communicator
- Able to manage global teams, resolve conflicts, and align cross-border stakeholders

- Procurement coordination experience during design stages
- Previous PMC or operator-side role with Qatargas, QP, or other Middle East offshore operators
- Prior collaboration with Chinese EPCs (e.g., COOEC, CNOOC, CNCEC)
- Familiarity with design platforms like Aveva, SmartPlant, AutoCAD 3D, Navisworks
