Scope of Work

Main Responsibilities:

• Facilitate risk and safety assessment workshops.

• Conduct formal safety assessment (FSA) studies, including qualitative, semi-quantitative, and quantitative analyses such as Quantitative Risk Assessment (QRA), Consequence Modelling/Fire Risk Assessment Studies (FERA), Building Risk Assessment (BRA), Escape, Evacuation and Rescue Analysis (EERA), ALARP Study, COMAH/HSE Case Studies, PHA/Bow-tie Analysis, F&G Mapping Studies (2D & 3D), Smoke and Gas Dispersion Analysis (SGDA), Flare Radiation/Flameout and Process Vent Gas Dispersion Study, Dropped Object Studies, Ship Collision Risk Emergency Systems Survivability Analysis (ESSA), Temporary Refuge Impairment Analysis (TRIA), Smoke and Gas Impairment Analysis (SGIA), 3D Thermal Plume study, SIMOPS, and Matrix of Permitted Operations (MOPO), as well as Safety Critical Element (SCE) identification and performance standards.

• Facilitate risk workshops (e.g., HAZID/ENVID, HAZOP, ALARP, LOPA, SIL classification & verification, Bow tie, PHSER).

• Prepare and review safety instrumented function (SIF) summaries based on PHA/LOPA SIL study results.

• Generate and review formal safety assessment (FSA) reports.

• Using modeling software such as Phast, Shell FRED, FLACS, and Flaresim.

• Perform fire protection and safety studies for conceptual, FEED, and detailed design projects.

• Prepare technical proposals for Risk and Safety assessment studies, including the development of the CTR (Cost-Time-Resources).


Critical Skills & Personal Attributes:

• Proven experience in a Risk & Safety Engineering role demonstrated through previous work experiences.

• Ability to facilitate various Technical Safety Reviews.

• Familiarity with developing AI PSM (Process Safety Management) roadmaps and methodologies.

• Experience in 3D modeling studies.

• Knowledge of Petronas MPM guidelines.

• Leadership skills to guide consultants in executing safety studies and solving problems.

• Ability to support and coach junior engineering professionals.

• Excellent verbal and written communication skills.

• Self-directed work style with the ability to handle a high volume of tasks.


Requirements:

• Bachelor’s degree in Chemical Engineering from a recognized university (preferably with a Master’s in Safety Engineering).

• Certification as a Functional Safety Engineer/Professional is advantageous.

• Chartered Engineer or professional accreditation preferred.

• At least 8 years of working experience in risk and safety studies for oil and gas industries, including both greenfield and brownfield projects.

• Experience working with major operators in the region is highly valued.

• Familiarity with risk and safety aspects of renewable energy and sustainability projects (e.g., CCUS, H2, wind) is advantageous.

• Knowledge of relevant international standards (NFPA, AS, EI, API) and company specifications (Norsok, Total, PTS, DEP) as well as local regulations.

• Experience in QRA pipeline studies is beneficial.

• Proficiency in 3D modeling software is highly valued.
