Scope of Work

1. KEY OBJECTIVES

Responsible for ensuring that a safe working environment is provided and that the risk to employees and visitors of injury or accident or damage to health is minimized.


2. PRINCIPAL ACCOUNTABILITIES

 Coordinate and maintain the Emergency Response duty roster, including communicating team changes, conducting team meetings and all administration matters. Conduct induction training for new Emergency Response Team members and ensures there are always sufficient numbers of trained ERT personnel. Coordinate Emergency Response exercise and training for Emergency Response Team members. Evaluate of effectiveness of the Emergency Response preparedness and recommend improvement of the system.

 Conduct/Arrange safety related trainings for both offshore & onshore. This includes Permit to Work, Hazardous Area Classification and other safety Trainings as required.

 Coordinate office safety inspections, including maintenance of records and monitoring of Corrective Action Requests.

 Attend department HSE meetings and keep record of recommendations and monitor their implementation.

 Identify the potential risk exposure and recommend controls to reduce the hazards.

 Maintained and update SSHE MS and other Procedure and Guideline when ever is available.

 Identify and procure required safety visual aids and references.

 Coordinate SSHE inspection and to follow up inspection findings and prepare the report. Prepare and maintain routine and non routine reports to Government. Ensure that all activities comply with Government and Company regulations.

 Liaise with Government agencies (DOSH, DOE, MINT, AELB, NIOSH and offshore SPE) for the implementation of government regulation and standards.

 Provide non routine SSHE related tasks as directed by the SSHE Manager or as appropriate.

 Provide technical expertise and support the Field Safety Officers and the offshore organization. Evaluate the effectiveness of the offshore HSE Program which includes ASI, PTW, Emergency exercises and any other relevant activities.

 Assist in preparation of HSE procedures and control their distribution.

 Monitor/perform incident investigations, reporting and analysis, including development and maintenance of records and follow up of corrective actions. Establish and maintain the accident/incident database. Ensure for the availability of Monthly Manhours and Accident Statistics.


3. SAFETY RESPONSIBILITIES

The primary responsibilities are:

 Shared responsibility for the health, safety and welfare of all persons at any company Site, including staff, contractors and visitors and for local environmental safety.

 Manage the activities and operational work program as supervised by the appropriate Supervisors. Ensuring that the operations and work activities are performed in accordance with the applicable Management System, MSOCL Policies, Procedures, work instructions and regulatory requirements.

 Motivate, consult with and ensure the participation of the company team and visiting contractors, in the ongoing development and implementation of safety at the workplace.

 Report all accidents, incidents, near misses and dangerous occurrences to the Section Manager. Ensure reports are legible, comprehensive and timely, and any additional information pertinent to the report is attached as per Management System Procedure.

 Compile, in consultation with the Operations Manager, all Engineering Work and Change Requests as the Production representative in accordance with Management System Procedure.

 Attend and actively encourage the “Unsafe Acts Unsafe Conditions” and other safety initiatives as per SSHE Guidelines.


3. KEY AUTHORITIES

As provided and assigned by Head of Logistics Operations.


4. WORKING RELATIONSHIP

 Head of Logistics Sections, Production Manager, Drilling Manager, Development Manager, and other company staff, engineers & contractors.

 PMU, PETRONAS. To comply with environmental regulations.

 DOSH – Industry Regulatory compliance.


5. QUALIFICATIONS AND EXPERIENCE

 Exposed to SSHE activities and 5 years in oil & gas or construction field

with significant Hazard Management.

 Completed CePSWAM training and certified as a Competent Person is an advantage, along with maintaining CPD (Continuing Professional Development).

 Related safety courses. – Rigging and Slinging etc

 Strong organization skills

 Strong team building skills.

 Fluent in English both written and spoken.
