Scope of Work

The Mechanical & Piping Inspector will serve as the technical authority for all mechanical engineering matters on behalf of the Owner at the Brunsbüttel LNG Terminal. This role involves comprehensive oversight of contractor mechanical works including static equipment, rotating equipment, piping systems, and cryogenic infrastructure. The position requires technical review of engineering deliverables, monitoring of construction progress, and ensuring compliance with project specifications, industry codes (ASME, API), and German/European regulatory requirements. This position is critical to ensuring quality delivery of mechanical works and protecting the Owner's interests throughout construction and commissioning phases.


KEY RESPONSIBILITIES AND DUTIES  

1. Technical Oversight & Contractor Management

 Monitor and verify EPC contractor compliance with project specifications, ASME B31.3, API standards, and European Pressure Equipment Directive (PED 2014/68/EU)

 Assess contractor progress against baseline schedules and identify mechanical-related schedule risks and mitigation strategies

 Review and comment on contractor Method Statements, Inspection & Test Plans (ITPs), and Quality Control procedures for mechanical disciplines

 Evaluate the technical adequacy of Requests for Information (RFIs) and Field Work Orders (FWOs) related to the mechanical scope

 Interface with contractor mechanical discipline leads on technical matters, scope clarifications, and deviation requests

 Review vendor documentation, including equipment datasheets, calculations, and certification packages

2. Static Equipment & Piping Oversight

 Oversee cryogenic piping installation, including material verification, welding procedures (WPS/PQR), and post-weld heat treatment (PWHT)

 Verify piping installation against approved isometrics, ensuring correct supports, expansion provisions, and stress analysis compliance

 Witness pressure testing (hydrostatic/pneumatic) and ensure compliance with test procedures and acceptance criteria

 Review NDT reports (RT, UT, MT, PT) and ensure weld quality meets specification requirements

3. Construction Monitoring & Quality Assurance

 Conduct regular field inspections of mechanical installation works, including equipment setting and piping fabrication.

 Verify installation quality against approved drawings, specifications, and manufacturer requirements

 Monitor material receiving inspections and verify Material Test Reports (MTRs) for traceability

 Track punch list items, Non-Conformance Reports (NCRs), and corrective actions to closure

 Review as-built documentation and redline drawings for accuracy and completeness

 Verify proper installation of relief devices, safety valves, and pressure protection systems.

4. Pre-commissioning & Commissioning Support

 Participate in system walk-downs for mechanical completion (MC) verification

 Review and approve mechanical system pre-commissioning procedures and check sheets

 Monitor piping system cleaning, flushing, and preservation activities

 Witness rotating equipment commissioning and performance trials

 Verify instrument calibration for mechanical parameters (pressure, temperature, flow, level)

 Support system handover documentation.

5. Reporting & Documentation

 Prepare weekly mechanical progress reports highlighting achievements, issues, and risks

 Contribute mechanical content to project status reports for C-suite management

 Maintain mechanical-related registers, including equipment tracking, test records, and certification status

 Document technical decisions, meeting minutes, and correspondence with contractors


SPECIFIC REQUIREMENTS

 Must be fluent in English (German language skills preferred).

 Must have the right to work in the EU.

 Willingness to work onsite at the LNG terminal.

 Ability to work flexible hours and adapt to the project schedule.  


WORK EXPERIENCE

 Minimum 10 years of mechanical engineering experience in the oil & gas industry 

 Experience in inspection roles on LNG terminal projects or other major energy infrastructure developments within the EU. 

 Demonstrated experience in construction phase engineering, preferably in an Owner's Representative or PMC role

 Experience with EPC contractor oversight and technical interface management

 Hands-on involvement in pre-commissioning and commissioning of mechanical systems  Direct experience with LNG terminals, regasification facilities, or cryogenic systems strongly preferred
