Scope of Work

Principal Accountabilities

Lead and oversee all activities related to compliance with applicable regulations and permits in the oil and gas sector,

both at the central and regional levels. This position is responsible for ensuring that all company operations and projects

comply with government regulations, Migas standards, and internal company policies. The Lead Regulatory Compliance

Officer also plays a strategic role in interpreting regulations, monitoring changes in government policy, and coordinating

the preparation of compliance reports and external audits.


Responsibility

• Serve as the primary leader in the management and implementation of the company's regulatory compliance system.

• Ensure all projects and operational activities comply with legal and Permitting requirements.

• Identify legal risks and provide mitigation recommendations to management.

• Maintain coordination the Directorate General of Oil and Gas, the Ministry of Environment and Forestry, Local Government, and other regulatory agencies.

• Provide guidance and coaching to the Senior Risk Analysis Officer and Regulatory Officer.

• All compliance reports are executed in a timely manner.

• Promote company’s standards and HSSE policies to stakeholders.


Work Relationship

Internal:

• Coordinate with Legal, HSE, Engineering, Operation, Finance and

Management teams.

• Report directly to the Manager of External Affairs, Permitting & Regulatory.

External:

• Serve as the primary contact for the Directorate General of Oil and Gas, the Ministry of Environment and Forestry, and other government regulatory agencies.

• Interact with legal consultants, auditors, and independent certification bodies.

• Establish communication with external stakeholders regarding compliance issues.


Job Specification

Essential Skills & Software Knowledge:

• Master digital devices/online reporting formats for regulatory reporting systems and databases.

• Able to prepare company compliance policies or documents.

• Can carry out risk management and implementation of compliance systems.

• Able to capture and understand well the laws and regulations to be implemented in the Company's activities.

• Able to communicate well in official meeting.

• Proficient in MS Office; policy writing and reporting.


Minimum Requirements / Work Experiences

• Minimum education of a Bachelor's degree in Law, Economic, Social or Administration.

• Minimum 10 years of experience in regulatory compliance, legal, or permitting in the oil and gas sector.

• Well understanding of oil and gas regulations, the OSS, SIPPUH, Izin Usaha Migas and other online reporting system related to the oil and gas reporting during project and operation stages.

• Able to lead a team and manage multi-stakeholder coordination.

• Strong communication and negotiation skills with regulators.

• Ability to read and interpret legal documents and technical.

• Experienced in dealing with audits by SKK Migas and government agencies.

• Involved in the development of company compliance policies and documents.

• Experienced in legal risk management and compliance system implementation.

• Accustomed to working in large and complex project environments.

• Willing to travel on business trips to central and regional levels.

• High integrity and credibility in carrying out compliance functions.

• Excellent written and verbal communication in Bahasa Indonesia and English.
