Main Responsibilities:
• To facilitate risk and safety assessment workshops
• To carry out formal safety assessment (FSA) studies (qualitative, semi-quantitative, quantitative) such as Quantitative Risk Assessment (QRA), Consequence Modelling/ Fire Risk Assessment Studies (FERA), Building Risk Assessment (BRA), Escape, Evacuation and Rescue Analysis (EERA), ALARP Study, COMAH/HSE Case Studies, PHA/ Bow-tie Analysis, F&G Mapping Studies (2D &3D), Smoke and Gas Dispersion Analysis (SGDA), Flare Radiation/ Flame out and Process Vent Gas Dispersion Study, Dropped Object Studies, Ship Collision Risk Emergency Systems Survivability Analysis (ESSA), Emergency Systems Survivability Analysis (ESSA), Temporary Refuge Impairment Analysis (TRIA), Smoke and Gas Impairment Analysis (SGIA), 3D Thermal Plume study, SIMOPS and Matrix of Permitted Operations (MOPO), SCE identification & SCE Performance Standard
• Facilitate risk workshops e.g. HAZID/ENVID, HAZOP, ALARP, LOPA, SIL classification & verification, Bow tie, PHSER etc.
• Prepare/review safety instrumented function (SIF) summary based on PHA/LOPA SIL study results.
• To use and guide the team in modeling software such as Phast, Shell FRED, FLACS and Flaresim.
• Supervise/prepare safety cases and / or safety reports, including Facility Description, Safety Management System Description, FSA Description, Hazard Registers, Bow tie Diagrams.
• Perform fire protection and safety studies, analyses and design for conceptual, FEED, and detailed design projects
• Prepare technical proposals for Risk and Safety assessment studies including the development of the CTR
• Develop quality deliverables as required by the project requirements or specifications
Critical Skills & Personal Attributes:
• Proven experience in a Risk & Safety Engineering role demonstrated through previous work experiences
• Proven ability to facilitate variety of Technical Safety Reviews
• Experienced in developing AI PSM roadmap and its methodologies
• Experience in 3D modelling studies
• Familiar with Petronas MPM guidelines
• Capable of leading a team of consultants in executing safety studies. Provide technical guidance and solutions to consultants in solving problems.
• Demonstrated experience in supporting and coaching junior engineering professionals.
• Strong collaboration skills: ability to facilitate different teams to ensure customer satisfaction.
Requirements:
• Degree in Chemical Engineering from a recognized university preferably Masters in Safety Engineering
• Certified as a Functional Safety Engineer/Professional is advantageous
• Chartered Engineer or professional accreditation preferred
• Must have consultancy experience for at least 3 years in similar position within well-known consultancies
• Should have minimum 20 years working experience in risk and safety studies for oil and gas industries, petrochemical industries both greenfield and brownfields projects (existing assets).
• Experience working for major operators in the region will be highly valued
• Experience (Risk & Safety) in renewable energy and sustainability projects e.g. CCUS, H2, wind, etc will be highly advantageous
• Familiar with relevant international standards such as NFPA, AS, EI, API, etc. and Company Specification such as Norsok, Total, PTS, DEP and local regulations.
• Experienced in QRA pipeline would be beneficial
• Experienced in 3D software is highly valued
