Job Summary / Principal Accountabilities

The External Affairs and Community Relations Manager is responsible for leading and managing government relations, stakeholder engagement, permitting coordination and community relations activities throughout the project lifecycle. The role acts as the primary liaison between the company, government authorities, regulatory agencies, local communities and external stakeholders to ensure regulatory compliance, timely approvals, effective communication, and strong community relationships that support successful project execution and sustainable operations.

Responsibility

• Develop and implement external affairs, stakeholder engagement and community relations strategies aligned with project and company objectives.

• Manage relationships with government authorities, regulatory agencies, local communities and key external stakeholders to support project execution and operational continuity.

• Lead the application, renewal, and compliance management of all required permits, licenses and regulatory approvals throughout the project lifecycle.

• Coordinate and facilitate engagement with local authorities, community leaders and public stakeholders to maintain positive relationships and social license to operate.

• Monitor regulatory developments, government policies and legal requirements that may impact project activities, permitting, and compliance obligations.

• Represent the company in meetings, public consultations, hearings and community engagement forums with government and external stakeholders.

• Develop and manage community engagement programs, grievance handling processes and social responsibility initiatives to address stakeholder concerns effectively.

• Coordinate with internal departments including Project, Legal, HSE, Construction and Operations teams to ensure alignment on external communications and stakeholder management activities.

• Prepare and present reports, updates and risk assessments related to permitting status, stakeholder engagement, and external affairs matters to senior management.

• Support issue resolution and crisis communication related to community concerns, regulatory matters and external stakeholder issues in a timely and professional manner.

• Identify and mitigate external risks that may impact project schedules, regulatory compliance or company reputation.

• Ensure all external communications and engagement activities are conducted in compliance with company policies and applicable regulations.

Minimum Requirements / Work Experiences

Qualifications:

Education:

- Bachelor’s Degree in Public Relations, Communications, Political Science, Law, Business Administration, Environmental Management, Social Sciences, or a related field.

- Master’s Degree or professional certification in stakeholder management, public affairs, regulatory compliance, or project management is an advantage.

Experience & Knowledge:

• Minimum 8–15 years of experience in external affairs, government relations, permitting, stakeholder engagement or community relations within oil & gas or EPC/EPCIC projects.

• Demonstrated experience engaging with local communities, public stakeholders and government institutions throughout project development and execution phases.

• Experience in managing stakeholder issues, conflict resolution and crisis communication in complex project environments.

• Familiarity with environmental and social impact requirements, land access issues and community engagement frameworks is an advantage.

• Knowledge of local government structures, regulatory frameworks and permitting requirements applicable to project operations.

• Experience working in multicultural and cross-functional project environments, including coordination with legal, HSE, construction, and operations teams.

Job Summary / Principal Accountabilities

Responsible for developing and implementing marketing strategies to market and sell liquefied natural gas (LNG) and

condensate products.

Responsibility

1. Prepare information and data by continuously monitoring the market and communicating with potential buyers

as directed by the Marketing & Commercial Manager (“Manager”) to support the development of a marketing

strategy for long-term LNG SPA and Condensate SPA, spot cargo sales, and chartering spot vessels to ensure

the accuracy and comprehensiveness of the marketing plan.

2. Conduct market research to identify new business opportunities and understand the competitive landscape.

3. Establish and maintain relationships with key stakeholders, including customers, suppliers, and industry

professionals.

4. Lead and conduct internal coordination activities with related departments to ensure smooth communication

and operation across the Marketing & Commercial Department.

5. Prepare and review standard CA, MOU, HOA, Condensate SPA, GSA and LNG SPA contractual terms and

conditions for long-term agreements and short-term agreements for both domestic and international markets.

6. Manage and lead the preparation, analysis for and the process of negotiation on LNG and GSA price review

obligation for long-term SPA and GSA in order to obtain the agreed LNG and GSA price according to the terms

and conditions as per PTLNG requirements.

7. Conduct the selection of ship vessels in the market for LNG and condensate cargo and spot; review the ship’s

condition and performance to develop a strategy for ship charter activities.

8. Prepare and present regular commercial reports related to LNG and condensate sales and production to provide

PTLNG’s management with comprehensive and accurate decision-making information.

9. Support the Manager in negotiating contracts and agreements with customers and suppliers to ensure

profitable transactions.

10. Attend industry events, conferences, and seminars to network with industry professionals and promote the

company's LNG and condensate products.

11. Comply with all industry regulations and standards.

Key Responsibilities

• Support the Lead QA/QC in overseeing contractor and vendor implementation of the Quality Management System (QMS) during manufacturing and fabrication activities.
• Assist in preparing and implementing project quality documentation such as Quality Plans, Procedures, and Shop Inspection Test Plans (ITP).
• Perform inspections on modular assemblies to verify dimensional accuracy, material quality, and workmanship.
• Conduct structural inspections on welds, bolts, and connections to ensure compliance with specifications and standards.
• Review and verify design specifications against approved drawings, codes, and regulatory requirements.
• Collaborate with engineers, contractors, and fabricators to ensure alignment with contract and project requirements.

POSITION REQUIREMENT

Education & Experienced:

- Minimum Bachelor degree of Bachelor's degree in Civil/Structural Engineering, Mechanical/Welding Engineering, or related field, with ten (10) years inspection experience in EPC and/or equivalent facilities / Project, He/She shall be able to read, write and speak English Language.

Role Overview

Seeking a Rotating Engineer to support commissioning, start-up, and operational readiness

of critical rotating equipment offshore. This is a hands-on execution role focused on ensuring

equipment reliability during system start-up and early operations.

Key Responsibilities

Pre-Commissioning / Commissioning

● Support installation verification, alignment checks, and pre-start checks

● Execute commissioning of pumps, compressors, turbines, and auxiliaries

● Participate in loop checks, functional testing, and performance testing

Start-Up & Operations Readiness

● Lead / support equipment start-up and troubleshooting during initial operations

Role Overview

We are looking for a Piping Engineer to support pre-commissioning, commissioning, and close-out activities for offshore facilities. This role is execution-focused, supporting system readiness, testing, and handover to operations within a defined campaign timeline.

Key Responsibilities

Pre-Commissioning / Mechanical Completion

• Perform line checks, system walkdowns, and punch listing (A/B/C)
• Verify P&IDs, isometrics, and as-built alignment against installed systems
