Responsibilities:

The service holder is responsible for the preparation, coordination and controlling of all activities related to Budget and Cost Management for the FPSO during the Engineering, Procurement, Supply, Construction, Commissioning and Installation phases, i.e.:

• To coordinate with project cost control and package cost control engineer and other stakeholder from C&P department the effectiveness of the UNISUP system, the Purchase Requests, Purchase Orders, Contracts (and Call-off) for the FPSO package external services
• To monitor the process and record if needed into the UNISUP system the performances on commitments, relevant accruals, updated payment schedules, invoices, and cost control issues, as required
• To close out in UNISUP the commitments according to accounting and SOX procedures
• To prepare the various budgets and successive updates (Multiyear Budgets) with inputs from the FPSO Package team, during periodic budget sessions
• Lead the package cost forecast (EFC) activities following the different payment terms and associated risk of volatility
• Contribute and participate in the strategic discussion to anticipate cost impact and integrate them into the EFC if any
• Ensure the invoicing process is well elaborated and applied to respect payment terms for the main EPSCC contractor and other PO’s under the responsibility of the FPSO package
• To develop, at FPSO Package level, specific instruction(s) and procedures with regards to budget and cost control, as necessary
• Lead the preparation and issuance of the Cost Control reports highlighting the FPSO costs trends and drifts, proposing corrective measures or actions
• Prepare the cash flow estimate and final forecast costs
• Participate to the budget preparation and update data on a regular basis
• Monitoring and assessment of commitments, variations and value of work done
• Development of a WBS and CBS cost breakdown structure
• Ensure RFS full process administration (open, register, analysis, control, report, closure)
• Supervise and coordinate cost control activities
• Analyse costs and prepare all detailed financial report at the request of the PCL
• Collaborate with the affiliate to ensure budget accuracy and respect of the timeline Lead the overall cost control monitoring activities to ensure cost expenditures and EFC remains within the COMEX budget
• Monitor and facilitate the overall UNISUP process
• Interfacing with different stakeholders to proactively propose way of monitoring the scope where COMPANY is exposed to cost increase
• It is also required to demonstrate exemplary behavior with respect to HSSE rules and requirements and to ensure that HSSE requirements are duly implemented in their area of responsibility.

The service holder shall:

• Provide support, to all activities related to Budget and Cost Control of the FPSO package in compliance with rules and requirements of Project Control team and TEPA.
• Prepare, analyse, evaluate, process and present information relating to FPSO budget and Cost control activities (3 G$ budget responsibility including O&M contract).
• Proactively interface with contract and technical representatives to forecast any cost deviation & escalation, in particular with the large contract amount in cost + fee / measurable / adjustable / provisional in a volatile environment
• Lead the overall cost control activities for the package in interface with the project cost control based in affiliate and the cost control engineer

Requirement:

• Expertise in Finances and Cost Control with advanced expertise at same or equivalent position
• Minimum 10 years’ experience in Projects
• Capacity to work in a big autonomy with no daily supervision
• Strong background in cost management and capability to work in various teams (HQ , Affiliates, Contractors)

MAIN SCOPE:

• Organize the discussion with Initiator for understand the scope ( After MOC initiation and screening approval)
• Coordinate with relate discipline for SOW developing
• Site Survey for verification of NSRP condition
• Coordinate with NSRP Engineering Service for Technical Proposal by appropriate Contractor.
• Coordinate internal NSRP for Technical proposal review/ approval
• Organize the Engineering coordination after the WO approval included the set out the Document control/ review/ approval process in contact among NSRP and Engineering Contractor.
• Expedite for Technical report / Design Package review by NSRP Engineering Committee.
• Coordinate with Engineering Contractor for Government License/Permit

Design Verification (for NSRP In-house Engineering work)

• Temporary repair design verification
• Mechanical Calculation included Pressure Vessel/ or Piping design/ Piping Stress Analysis
• Flange Joint design/ calculation review.
• Vibration assessment and recommendation (with additional support)

HSE tasks:

o Demonstrate exemplary behavior with regards to HSE

o Implement HSE requirements within the Project Commissioning area.

o Promote safety within the Commissioning activities and verify that safety procedures and permit to work systems are implemented by the EPCC Contractor Commissioning Team

Commissioning tasks:

o Stay informed of Contractual Company Requirements and international standards related to the area of responsibility, taking knowledge from them to application to the Project

o Support other specialists (HVAC, Telecom, ICSS, Piping) and engineers (Topsides, Marine, Operations, Maintenance) involved in commissioning.

o Review and comment the preparation of Commissioning procedures, including (ICAPS) Pre-commissioning status index and the Commissioning technical database, the RFC, AOC dossiers, RFSU dossiers certification, punch list control, planning, vendors assistance, deliverables and in particular the preparation of Operational Tests, ensuring that Company requirements are fulfilled within Contractor standards, in accordance with the principles of OPERCOM methodology

o Verify the Commissioning technical preparation and readiness of FPSO EPCC Contractor in order to optimise the schedule by maximising the onshore Commissioning thus keeping offshore Commissioning activities to a minimum

o Supervise the reporting of Commissioning execution to ensure that all technical, contractual and cost information is properly recorded, collected and available for inspection/reference as required by law regulations and Company policies.

o Organize witnessing of selected Pre-commissioning and Commissioning activities performed by the FPSO EPSCC Contractor

o Coordinate witnessing of commissioning activities by FOPS Start-Up team, and monitor witnessing of relevant commissioning activities by class and certification

o Monitor that the FPSO Commissioning Subsystems have reached the Ready for Commissioning and Achievement Of Commissioning status with the associated punch list and certificate before FPSO EPSCC Contractor submit the relevant certificates.

o Monitor that adequate preservation, interim operation and maintenance of Equipment is organized and put in place before, during and after the commissioning activities

o Monitor smooth transfer in safe condition between FPSO EPSCC Contractor Commissioning and Operations

o Provide assistance to FOPS Subsea team for relevant commissioning activities, and ensure coordination of commissioning on the FPSO with the interface organization

o Lead the commissioning preparation and execution at the engineering facilities, fabrication sites and offshore.

o Control and follow-up on red line mark-up drawings.

o Ensure Systems progress status and reporting (weekly/Daily basis as per management request)

o Ensure proper Punch Item entry, categorization and closure

o Coordinate OTP preparation with Contractor

o Lead relevant OTP

o Organize relevant Toolbox talk

o Technical support to Contractor

o Site inspection with CONTRACTOR and/or Third Part

o Control and follow-up on VENDORS commissioning scope of work activities such as: SAT, FTS, OTPs,

documents update, Closing of Punch list, reporting.

o To support the pre-commissioning and the start-up activities at the engineering facilities, fabrication sites and offshore.

o To assist and support vendors representatives as per assigned systems.

o To coordinate with Contractor systems activities on daily basis.

o Liaise with the engineering and technical authorities, such as to ensure the adhoc technical specificities and

recommendations are well taken into account in the preparation and the execution of the commission

activities. In case of non alignment, to escalade the subject to his line manager for arbitration

o Support the FPSO Commissioning Management and use the support from Completion and ICAPS team as well as from the Commissioning Disciplines Leaders.

o Report to FPSO Commissioning Leader highlighting areas of concerns and problems encountered in performance of its duties

o Provide sufficient reporting as required by Commissioning management

o Ensure confidentiality of all the documentation issued under its area of responsibility.

1.     Subsea well head operation involves well opening, well closing and monitoring DHPT as pert he requirements and logging data for well performance studies.

2.     Make Regular Checks of well heads, Separator, Instrument Air Kit and all measuring units to ensure that they are functioning properly as per the standard operating procedures.

3.     Report all instrument and equipment defects and leaks immediately to my senior engineer and take necessary action.

4.     To take reading from the Separator, well head, Gas injection online, Mainline and water injection line.

5.     In well testing each and every hour a variety of readings such as oil and gas flowtemperatureandpressureandrecordunusualoccurrencethenreportingat my senior engineer.

6.     Start, check and stop diesel generators and pumps according to the instructions. Open or close the water injection distribution and gas lift manifolds on the satellite which process platform to the well head platform.

7.     Assist in isolating – draining, Purging and handing over equipments for maintenance on inspection and check the equipment for correct operating when the maintenance job is completed.

8.     Make the routine weekly run test of equipments like emergency diesel generator, diesel and electrical fire pumps. With the guidance of senior,

9.     Launching pigs into pipeline sand receiving pigs from pipeline and check it for damages. Unfold chemicals into tanks for injection start and adjust the flow rate of chemical injection pumps as required. Collect oil, gas and water samples.

Principle Accountabilities

1. Plan and create an environment of zero workplace safety incidents through HSSE Plan development, risk assessments, audits, safety oversight of divisional activities, and site compliance with all company's health, safety, security and environmental regulations. Responsible for end to end deliver of the task below but no limited to:

• Training programs for employees, contractors, and management.

• Organize toolbox talks, safety campaigns, and awareness programs to ensure continuous improvement in workplace safety culture.

• Develop and deliver programs and activities contributes to overall company's and Contractors HSSE

Culture improvement towards Generative Safety Culture. This includes Human Performance Improvement and Behavioural Safety.

• Deliver Managing Security related activities including risk assessment, security plan and execution.

• Safety Critical Equipment (SCE) Health Monitoring and HSSE inputs e.g. supporting Integrated Asset Planning, SAP Assurance on quality of PM and CMReview, draft and finalise agreements for company’s projects and operations and other ancillary contracts in relation thereof.

2. Responsible for facilitating and overall readiness for Assurance Activities both internally and externally including end to end management for example:

• Readiness for offshore, HSSE documentation preparation, TOR, slide pack in support of the agenda, invitations, supporting Assurance Lead, ISO 45001 and 14001.

• Responsible for planning, implementing and managing emergency response readiness. Coordinate emergency response duty roster including scheduling handover session. Plan and organize emergency

response member’s training and emergency drills to ensure member’s readiness for emergency response management.

Requirements

1. Bachelor’s Degree or equivalent, preferably in a technical discipline or OHSE discipline.

2. Minimum 10 years of experience on HSE operations and management system, HSE consultancy and well verse on Malaysia regulatory requirements within the oil and gas industry including MPM’s Governing Standard.

3. Ability to work under pressure, manage multiple tasks, and interact with cross-functional teams.

Key Responsibilities:-

• Perform detailed civil and structural design, analysis, and assessment for both offshore and onshore projects, including foundations, buildings, and supporting structures.
• Prepare design calculations, drawings, and specifications in accordance with applicable codes, standards, and regulations.
• Conduct site assessments and evaluations of existing structures, providing recommendations for repairs, reinforcement, or modifications.
• Coordinate and collaborate with other engineering disciplines, project teams, and clients to ensure the integration of civil and structural requirements into the overall project design.

Key Responsibilities:

• Perform review on Civil & Structural design and analysis reports and drawings of process plant/industrial facilities.

Job Description:

c. At least 5 years’ experience in thermal power plant O&M or asset management, with project-based or supervisory experience is a plus, coal and/or gas fired experience will be an added advantage.

d. Ability to analyze data, solve engineering problems and implement plans to improve efficiency.

e. Effective communication and interpersonal skills. Good written and presentation skills with ability to write accurate and detailed technical reports.
