FPSO Lead Cost Control Assistance

Responsibilities:

The service holder is responsible for the preparation, coordination and controlling of all activities related to Budget and Cost Management for the FPSO during the Engineering, Procurement, Supply, Construction, Commissioning and Installation phases, i.e.:

  • To coordinate with project cost control and package cost control engineer and other stakeholder from C&P department the effectiveness of the UNISUP system, the Purchase Requests, Purchase Orders, Contracts (and Call-off) for the FPSO package external services
  • To monitor the process and record if needed into the UNISUP system the performances on commitments, relevant accruals, updated payment schedules, invoices, and cost control issues, as required
  • To close out in UNISUP the commitments according to accounting and SOX procedures
  • To prepare the various budgets and successive updates (Multiyear Budgets) with inputs from the FPSO Package team, during periodic budget sessions
  • Lead the package cost forecast (EFC) activities following the different payment terms and associated risk of volatility
  • Contribute and participate in the strategic discussion to anticipate cost impact and integrate them into the EFC if any
  • Ensure the invoicing process is well elaborated and applied to respect payment terms for the main EPSCC contractor and other PO’s under the responsibility of the FPSO package
  • To develop, at FPSO Package level, specific instruction(s) and procedures with regards to budget and cost control, as necessary
  • Lead the preparation and issuance of the Cost Control reports highlighting the FPSO costs trends and drifts, proposing corrective measures or actions
  • Prepare the cash flow estimate and final forecast costs
  • Participate to the budget preparation and update data on a regular basis
  • Monitoring and assessment of commitments, variations and value of work done
  • Development of a WBS and CBS cost breakdown structure

The service holder shall:

  • Provide support, to all activities related to Budget and Cost Control of the FPSO package in compliance with rules and requirements of Project Control team and TEPA.
  • Prepare, analyse, evaluate, process and present information relating to FPSO budget and Cost control activities (3 G$ budget responsibility including O&M contract).
  • Proactively interface with contract and technical representatives to forecast any cost deviation & escalation, in particular with the large contract amount in cost + fee / measurable / adjustable / provisional in a volatile environment
  • Lead the overall cost control activities for the package in interface with the project cost control based in affiliate and the cost control engineer

FPSO Commissioning Process Lead Service

HSE tasks:

o Demonstrate exemplary behavior with regards to HSE

Commissioning tasks:

o Stay informed of Contractual Company Requirements and international standards related to the area of responsibility, taking knowledge from them to application to the Project

o Support other specialists (HVAC, Telecom, ICSS, Piping) and engineers (Topsides, Marine, Operations, Maintenance) involved in commissioning.

o Coordinate witnessing of commissioning activities by FOPS Start-Up team, and monitor witnessing of relevant commissioning activities by class and certification

o Monitor that the FPSO Commissioning Subsystems have reached the Ready for Commissioning and Achievement Of Commissioning status with the associated punch list and certificate before FPSO EPSCC Contractor submit the relevant certificates.

o Monitor that adequate preservation, interim operation and maintenance of Equipment is organized and put in place before, during and after the commissioning activities

1.     Subsea well head operation involves well opening, well closing and monitoring DHPT as pert he requirements and logging data for well performance studies.
