Job Responsibilities

Role Purpose

To manage Contractor delivering the ICSS engineering deliverables for assigned projects effectively and efficiently, according to the Project specified technical standards, procedures within project schedule and budget. Support Engineering Manager to plan, execute, & deliver ICSS system successfully. Reports to the assigned Engineering Manager.

Key Accountabilities

• Understand the ICSS design basis, project requirements including HSSE, scope, cost, schedule, quality requirements, specification, Industry and Class requirements and project execution plan.
• Familiar with PCS, SIS, GDS and FDG functionality. Familiar with Electrical Motor Control Centre and Vendor Unit Control Panel interfacing with ICSS. Familiar with communication between PDCS and ICSS.
• Evaluates all the bids received for ICSS package from various suppliers, performs a technical bid evaluation process, ensures selected vendors meet technical/engineering and delivery requirements as stipulated in the project specifications and gives assessment to the Procurement who will follow up in the tender evaluation, price negotiation and award process.
• Participate weekly meetings with the Contractor and the ICSS supplier to clarify issues and ensure the timely provision of accurate documents and specifications to enable the latter to execute their work and deliverables. Ensure the deliverables are meeting the project requirements and meeting project schedule. Complete ICSS engineering and FAT on time within project schedule.
• Develops solutions to the technical/engineering problems by analyzing the issues/data, interpreting the analysis and evaluating various options/measures using experience, precedents and professional references.
• Anticipates potential problems and takes preventive actions to overcome obstacles. Identify improvement opportunities and innovative ideas/methodologies to improve project schedule, cost saving & quality.
• Visit suppliers, reviews test results of ICSS engineering to ensure that the functions are as per specifications. Where necessary, works with the supplier to rectify the deficiencies making sure that they comply with the specification.
• Provides technical/engineering support to Construction/Commissioning work at site, support for SAT, trouble shoots and follows up with stakeholders to rectify the gaps or problems. Provides off-site support and advice whenever it is required.
• Understand Safety System and Process Control System and how it interface each other.
• Understands principles of safety studies. Participate in safety studies (HAZID/HAZOP/SIL/etc) workshops, review reports and provide comments. Close HAZID, HAZOP, SIL & HSE design recommendations. Develop SRS; Selection of SIS components (hardware and software) to meet SIL requirement Develop C&E (F&G and ESD) and review PSD C&E.
• Implement Lessons Learnt from previous projects for ICSS Engineering and also ensure the Lessons Learned from the assigned project are captured and recorded for future.

 Manage system completions activities for Hull systems including marine systems, ballast, bilge, firefighting, etc.

We are seeking a Lead Process Engineer for an exciting 12-month freelance assignment with a leading international EPC player in the energy sector. The role is based onsite at the client’s Kuala Lumpur office (Menara Felda).

Job Descriptions:

• Overall supervision of Process work on a project. 
• Technical direction, advice and control of Process work. Liaison with client discipline to establish technical direction where not provided by codes and standards. 
• Scope definition, estimation and progress control of Process engineering activities. 
• Planning of man hour budgets, schedules, manpower loadings and staffing requirements, by skill and experience, to satisfy project requirements and direction given by the Engineering Manager.
• Co-ordination of Process engineering design and drafting
• Complete complex process design activities including simulation
• Liaison with other discipline Lead engineers on technical issues and engineering matters.
• Assisting asset/client Lead Project Engineers in the definition of the Process engineering work in any project, design approach and criteria, procedures for engineering work and timely production of deliverables
• Co-ordination and preparation of input to Essential Process Documents, as defined by the client/ contract.

• Responsible for working within the provisions and guidelines of the Quality Assurance system.
• Design experience of offshore oil and gas processing facilities (i.e. water treating, oil treating, gas treating, corrosive fluids treating, etc.) is essential.
• Attend all relevant safety workshops such as HAZID, HAZOP, SIL, etc.
• Checking and approval of design by others of facilities described.
• Take responsibility on specific projects for process design of mechanical equipment including pumps, separation vessels, heat exchangers, compressors contactors, distillation columns.
• Lead technical review of process and P&I drawings, equipment layout and specifications, control strategy, safety environmental requirements, and HAZOPS.
• Contribute to development of new technical applications, calculation methods, and reference library information into company resources.
• Guide and assist Process Engineers to produce project deliverables suitable for downstream disciplines, clients and project management.
• Report to the Head of Process Engineering Department, plus Project Manager(s) as assigned.    

Qualifications:

• Candidate must have recognised B.Sc or B.E Degree in Chemical Engineering or similar education background.
• Minimum 12 years’ experience in process design, preferably in oil and gas industry.
• Proven leadership skills
• Having experience in Feasibility/Concept study, FEED and Detailed Design. 
• Should be capable of dealing with a variety of small differing process applications as well as being a specialist. 
• Mature character required with ability to contribute effectively to the design.
